Whenever it shall become expedient, in the
opinion of the Postmaster ( ieneral to Ktibsti

authorized to modify the existing contract
to the manufacture of postage stamps, so as
to al low to the contractors a sum sufficient
to diver the increased expenses, if any, of
manufacturing the stamps so substituted.
