Further Reaction Caused by
Selling of Room Traders.
Limits on Foreign Orders
Being Raised.
NEW YOltK, Dec M.-The selllnB
movement, which developed In tho Block
market yesterday following the transfer
of the International shares from Clearing
Homo trading to tho' floor of tho Ex
change fdr public dealings, was again In
evidence nt tho opening today. Slight
concessions from yesterday's closing wero
noted nt the beginning, but later the ma
jority of tho list recovered these losses
nlut were fractionally up around the noon
hour. Strong features wero Central
Leather, Uovr Haven and American Ueet
(Sugar, all being up over a point.
In itpllo of the fact that tho Michigan
Centra), one of the subsidiaries of the
New York Central, reduced the semi
annual dividend from .1 to 1 per cent.,'
New "York Central stock was ntronz, ad
vancing U of a point.
The argument was advanced that the
market was getting back on Its feet and
would probably settle down.
Tho only supply at concessions In tho
stock market today cams from tho room
traders. This clement exaggerated the
importanco of tho German demonstration
on tho English coast, and used what It
called "war news" as a reason for ng
Krcsslve selling that had only a short
lived Influence. It quickly developod that
soiling orders were' again scarce and
brokers with buying ordors wero com
pelled to tUyanco their bids stoadlly In
order to obtain stock.
The housos which wero the heaviest
sellers yesterday became tho largest buy
ers today, and there was In addition evi
dence of an Investment demand. That
gave a substance to values which was
nqt shown at tho high range recorded on
Tuesday morning.
The lowest price at which Heading sold
In tho forenoon was 117H.
There was a good deal of conjecture on
tlio, street nbout tho foreign Hecurlty
situation ns a rcBUlt of tho reports of
heavy foreign salos yesterday. A thor
ough canvass discloses tho situation as
fallows:
At tho high level established yesterday
morning many selling orders for foreign
owned stoqks In this city were reached
and in some cases sales were made above
tho fixed prices. At tho sntno time an
Important London Institution liquidated a
lino of Americans on tho curb, and these
stocks found a market through arbitrage
h mines In this city.
Thoro Is no disposition on the part of
foreign holders to sell btocks and those
held here nwaltlng a market are at fixed
prleo limits above thoia now prevailing.

stitute a standing pressure, ns tho own
ers of thece stocks aro gradually becom
ing Inspired with tho same confidence
that prevails hero and cancelation of
these orders have been numerous, while
In other cases selling limits havo been
advanced.
The position of the foreign holders has
become similar to ours, that their stocks
aro not for sale except when advancing
prices offer Uh Inducement which some
of the holders will find themselves un
able to resist.
The loan crowd on tho Stock Exchange
last night and thin morning gave good
evidence of the strength of the market
position. Canadian Pacific loaned flat.
United States Steel common was bor
rowed from S?i clown to 3 per cent., New
York Central loaned at V& per cent.. Now
Haven flat, and many other Issues loaned
below (ha money rate. Tho demand was
of largo proportions and Indicated a largo
outstanding short account.
Call money made another new low
record of 3 per cent., which Is tho lowest
since the conflict In Europe began.
U. H. Steel was one of the weak fea
tures, and the heaviest trading occurred
lft 'this stock, and tho price went off
from last night's close. It was asserted
In many places that this stock was being
sold In considerable quantity for foreign
account. Then, too, the prospects In the
steel trado are not by any moans rosy,
The Steel Corporation's plants are now
operating at; about 33 per cent, of capac
ity. If the railroads win their light for
higher freight rates tho trado should be
uuii'cu cunamcrauiy, as wo roads would
undoubtedly placo many orders which
they have been holding bsck.

next regular meeting of tho Stock Hx

day. In tho afternoon stock trading was al
most nj a standstill, oxcept for light
dealings -'In Kcystono Telephone nnd

tional gains. Koystcfno Telephone 6i
moved up to W.
Tho reduction In tho Federal Itesertre
rediscount rate In this city rreatod no
surprise, as u nna neon oxpectea to ioi
low the lowering of tho local call and
time rates. Nevertheless, sentiment was
helped thereby. Small advances were re
corded In Genernl Asphalt preferred,
Baldwin Locomotive preferred, Heading,
Lehigh Navigation and Philadelphia Trac
tion on light Investment purchases. Le
high Valley ruled steady, tho regular
dividends In both common and preferred
stocks being announced. Even United
Statoo Steel was comparatively quiet to
,'dny. After an early setback tho price
rallied about a point. Advices frotn tho
trado aro a trifle mora encouraging, but
tho buslncsi remains far below normal.
On tho other hand, tho anthracite coal
trade has taken a spurt this week, as a
result of tho cold snap.

American Embassy at Berlin as from
13 to 18 cents per pound, after allowing
two cents per pound for freight, insur
ance, etc
"Cotton already has begun to move to
Germany and Austria. Two ahlpa left
Now York last week with cotton cargoes
destined to Bremen. Ten moro havo gone
or are being loaded In New -York,
Charleston, Savannah, New Orleans and
Galveston, nnd will be underway In a
few daya for Bremen or for Gottenberg,
Copenhagen and Rotterdam, with Ger
mnnv and Austria as the final destination.
"Thoro also Is a demand for cotton In
Italy, according to a report received from
the American Embassy nt Homo. The
one practical obstacle to tho supplying of
the demand Is the scarcity of American
boats. Tho Holland-American Line has;
refused to accept shipments of cotton to
Rotterdam, and tho fact that American
boats are required, undor the conditions
Imposed by Germany In the raising of
