Stone S. Co. n.s belus more In hcepltiK with his views nml those of conic of his associates than anything lie had seen published ' This letter kijm in pan: i "t'luler these conditions one of two things must happen-either frecurltle.s must iinderRo a fuithcr shaip reduction or else business must soon pick up. U'o ore optimistic cihuikIi to believe It will lie the lattci. "A pprioil of deflation such as we are now p.isslnu through is un pleasant, but is absolutely essential iw n foundation to bulldiiiB up n healthy peace business and In mute tlrm one sense is a blessing in ills KUlse. The fact niiulit ns well be frankly recognized that both capital und labor have been receiving abnormal returns nnd that both must he pre p.uid to take less. Talk of labor continuing to receive w ir wiirtCH while capital leceivcs ieace prollts is Just as absurd as it would be to talk of capital cuntlnuinj,' to receive war prollts while labor iei elves peace wanes. A deflation of one without the other would not onl pro duce an unbul.iiK'ed situation, but one physically Impossible to continue." The letter noes on with a further discussion of the labor situation, and then s.iv.s: "However, thcie Is no use in getting worked up over the subject The matter will work It-elf out according to lnws as immutable as the law of gravitation." "Thai, ' said this banker," Is the most comnion-sen'c view of picseni conditions I have load, and matters would look better it wo would all adopt il." Brokers" Opin'oiis on Market's Downward Trend Some brokers ica-on that while the average of lallroad stocks at the i lose on Saturday was lower than It has been siiue August und the avciage of Industrial stocks was lower than since November HO, these averages cannot be construed as giving a definite indication of a bio.id downward movement. At the same time, even if a brief rally should manifest Itself, such n movement may be looked for, an there Is nothing In the day-toslay tians-ictlons to indicate any substantial buying support, lltokers maintain that, as the underlvlng causes for the downward tendency hive not been removed, should such a movement start It pos sibly would not be checked for several weeks. Some blame the unusual output of new securities recently nnnounced, amounting to about $200,000.u00 since December 1 last, a one of the principal leasons for tills downward movement in stocks, ns well as the heavy payments on Liberty Loans. It is said the big concerns are doing their financing while they can because they anticipate tinsettlement and lower security prices later on. Some bankers in this city have taken considerable Interest in the proposed movement to establish un International gold pool ns n substi tute for the rather indent system of shipments of gold to pay off tiade balances between various countries, which provtd so unsatisfactory during the war period A local b inker speaking on the subject ester day said in theory the plan proposed wis very simple, and he believed It would be found to meet all the actual requirements In actual practice. The plan, as he saw it. Is somewhat similar to tho method now employed by the Federal Keservc system, which obviates the shipments of gold to various parts of the countrj. The banks, he said, maintain a gold reserve in Washington ind the banks nre debited or credited with bal ances charged to the fund. This plan Is not only elllclent, but It is economical. This banker said that he believed If such u pool were estab lished Internationally there would have to be two centers, nnd a gieat deal of Its success would depend on the universal fpellng of good faith and trust which would be established among the nations nt the close of the Peace Conterence. Railroad Problem Receives Wide Discussion They nre still discussing the railroads in the financial district. A certain banker icmnrked yesterday that the matter In that connection about which he had heard tho greatest complaint among those interested In the return of the roads as soon as possible to the original owners was the Insistence of the railroad administration on the various roads taking a lot of unnecossaiy equipment which had been mdered nt war prices, when they would be compelled, should the roads be retmnrd soon, to go into the market for a Urge quantity of absolutely neeessarv equipment for which the funds must be found and which would prow the most dif ficult problem to be faced if necessary legislation is not passed before handing the roads back again. He gave as an instance the fact that the railroad administration wanted to 'wish" a lot of baggage cars at an outrageous cost to a s.vslem that has no occasion for new b.igg.igo. cars but does need badly a number of other cars of a different classlilcVloi . They argue that a prolonged operation period under government control will find the railroads so heavily In debt that their operation under private control will be seriously affected. i:-peciully will this bo the case In the raising of new capital for Improvements. Some financiers say that while the representatives of the owners are not averse to Im proving their properties, in fact, nre anxious to do so on a very extended pcale, they do not believe it to be good managiment to carry out a big pro gram with prices ruling as they are at present. A well-known banker who is very much Interested in the "fate of the railroads," as he puts it, savs his experience is that If something Is not done soon in the matter by the government or by Congress there will boa natlon-wldo protest from the shippers, who nre paying high rates for a very inecliocie service. There are very ominous mutterings among this .ittle-henrd-from. but exceedingly important class, who will have some nir.g to sa on the subject.
