CAMPAIGN COMMENTS The solution to the ills of the salmon industry involves reduc tion of the hair seal, stopping the destruction of the herring (which is used for fertilizer) and other food of the salmon, construction of fish hatcheries and fish ladders, improvement of streams and spawning grounds, enforcement of fair regulations, reasonable agree ments with our foreign competi tors, regulations of offshore oil drilling to prevent destruction of the salmon through uncon trolled blowoffs of tideland wells, and extensive research to improve quality and quantity. No one measure is sufficient by itself; all must be used. This solution is not new; all con cerned (including my Republi can opponents in their long po litical careers) have looked only to government for the answers, and knowing that Alaska can not afford the total cost they have done nothing. This job must be done by a combined concerted effort with the state and the industry furnishing ma terials and money and the fish ermen their labor. Each will contribute; each will gain. And those who do not contribute will not be entitled to the privilege of a commercial license; this will eliminate the free riders from the South 48. The first step is to harvest a substantial num ber of the millions of hair seal who eat more salmon in Bristol Bay alone than the total of all men of all nations. I have the determination and the proven administrative abil ity to complete this program and make Alaska once again a para dise for salmon and salmon fish ermen. (Pol. Martin) Stepovich Slams Road Program Mike Stepovich, Alaska’s last territorial governor and GOP can didate for Governor this year, lashed out at the lackadaisical road building program of the present administration while in Kodiak this past week. Stepovich said, "The whole trou ble with the road program is plan ning. The Egan highway depart ment operates only in reverse — when it moves at all. The bulldoz ers, backhoes and carryalls should have been working since the first of May. Instead, the bids are just now being let for many jobs—and winter is just a couple of months aw'ay. ‘ But this summer’s road fiasco isn't too surprising, considering that Egan has accomplished noth ing with roads in any of the past three years, either,” Stepovich con cluded.
