"We real.ze that he has founded an institution valued at more than $3,500,000 at relatively small cost to the state, and we feel that if the charges against Dr. Hale are charges of mist, ken methods of handling accounts or of deficiencies of his subordinates, the great value of his services should be weighed against any responsibility he might have for these practices."
