Detr«ils of the plan will probably
be worked out by Sept. 15, but they
apply only to city schools. An au
thoritative source disclosed that
they will include more exacting re-
quirements in some qualifications
of city school teachers and will
mear. a reduction in pay for some
white teachers while permitting in-
creases for some colored teachrrs. |

view. He expressed skepticism at

ton board .saying it might well be a
maneuver to have the suit "called
ofl ‘ while continuing to discrim
inate in the operations of its school
system.
The case, Mr. Boulware said,
would probably not be opened until
around the middle of September be
cause Mr. Marshall is now on va
cation. He returns to duty on
Sept 7.

Board Approves First
Negro Engineer In La.
SCOTLANDVILLE. La.—Dr. Wai
te* T. Daniels, director of the me-
chanic arts division at Southern
university, was notified last week
by the Louisiana State Board of
Engineering Examiners that he had
been approved as a civil engineer.
So far as is known, Dr. Daniels
is the first Negro to be approved
by the board. A graduate of the
University of Arizona.

meeting last tveek and held a series
of conferences with downtown busi
nessmen in a rally to the support
of Dr. W. J. Hale, president of Ten
nessee A. and I. Stale college. Dr.
Hale has been charged with dis
crepencies or school funds amount-
ing to SIO,OOO by stole auditors.
A spokesman for the citizens
group all of whom declined use of
their names said that "the Negro
leaders of Nashville recognize in
Dr Hale a man who has done more
for the Negro citizenship of Nash
ville and of Tennessee, than any
other member of our race.
"We real.ze that he has founded
an institution valued at more than
$3,500,000 at relatively small cost to
the state, and we feel that if the
charges against Dr. Hale are charges
of mist, ken methods of handling
accounts or of deficiencies of his
subordinates, the great value of his
services should be weighed against
any responsibility he might have
for these practices."
