WASHINGTON. (ANP) "Only
very small advances have been
made in the placement of Negroes
in skilled and semi-skilled occupa
tions,” a WMC Investigation recent
ly revealed.
An informal mimeographed copy
of the report discloses the follow
ing facts in regard to the govern
ment’s efforts to .secure full utili
zation of Negro labor.
The survey Indicated that em
ployer reports show a slow but up
ward trend in the general level of
employment of Negroes, that in
July, 1943, Negroes represented 7.3
per cent of the total employment
in those “major war establishments
reporting non-white employment,'
in contrast to a percentage of 5.8
per cent a year ago.
The report showed that "out of
every 100 placements of non-whites,
six were in skilled and semi-skilled
jobs in the second quarter of 1942
while a year later the number had
risen only to 10.”
It is further revealed that in May,
1943, Negroes represented 43.2 per
cent of the total employment in
tobacco manufacturers, 21.8 per
cent in lumber, but only 2.7 per
cent in electrical and other ma
chinery and 3 per cent in textile
mill products.
Ouf* of 227 local transportation
companies, the report said, only
eight employ Negro operators de
spite a serious shortage of such
employes. It stated that “while
some big firms consented to hire
Negroes at the outset of the war
program, tnis employment gain ob
scures the more basic problem of
the limited employment of Negroes
in a largf number of small or in
dividual firms scattered throughout
the ttghter market areas."
Examples are given of the Buffalo
region where two firms making sci
entific instruments employ only
eight Negroes in a I'* or force of
3 000 I- Akron last May there were
only six Negroes working in nine
companies employing more than
2.000 workers.
The survey cites the case of Spar
tanburg, S C, as among the ano
malies where “employers are re
fusing to hire locajy available Ne
groes and at the same time are in
sisting that the government provide
additional housing facilities to
house white workers.”

Anxious To Fight
WASHINGTON (ANP) “Sixty
per cent of the colored troops
would like to get Into combat—to
fight for democracy,” declared Ed
gar T. Rouzeau of the Pittsburgh
Courier, first Negro war corres
pondent to be accredited to Ameri
can armed forces. Thursday after
his return to the United States
Rouzeau reports that American Ne
gro troops are performing credit
ably in the combat theatres.
The news correspondent in his 18
months overseas traveled 63,000
miles by air and visited 26 coun
tries. He suffered five attacks of
malaria and one of dysentery, and
is now home for a rest
“Very few Negroes are actually
engaged in combat,” Rouzeau said,
"but by assignment and not by
choice.” Rouzeau stated that some
are resigned to the fact that the
army assigns proportionately few
colored troops to combat while
others feel strongly that they
should be permitted to do their
share of fighting.
“Sixty per cent of the troops,"
Rouzeau said, “would like to get
into combat—to fight for democra
cy. The Negro realizes in order to
enjoy the benefits of democracy
he must be prepared and willing
to shoulder his share of responsi
bilities and sacrifices—and wants
to.”
He declared that nowhere In the
26 countries he visited was the
economic and social status of Ne
gro people as good as in the United

Negroes Hired,
Whites Strike
PHILADELPHIA (ANP> The
hiring of five colored workers by
the Chase Bag company, located In
South Philadelphia near the Dela
ware river front, was the cause of
a strike in which 200 employees
participated, making it necessary to
shut down the plant for two days,
it was revealed this week.

Rouzeau explained further that
there is a close relationship be
tween the white combat soldiers
and the Negro supply troops who
bring up their ammunition to the
front.

Peonage Trial
Before Georgia
District Court
SAVANNAH. Ga. (ANP)—The
first peonage case in Georgia his
tory in which all principals are
white, got underway in Federal
district court Tuesday when a
woman witness testified that J. T.
Pierce, tavern operator, had secured
her release from state prison and
forced her to work in his roadnouse
and fill dates with men.
Pierce is charged with violating
the peonage statute in an indict
ment returned last month. He is
alleged to have held 11 women and
girls "in a condition of peonage"
by compelling them against their
will to work as waitresses, hostesses
and clerks. He denied the charges
at a preliminary hearing.
The first witness. Rose Fisher,
said Pierce came to tVie prison at
Reidsville and paid vagrancy fines
for herself and her sisler, Polly
Melton, on condition that they work
for him until the fines were repaid
She said Pierce beat her and forced
both her sister and herself to fill
dates with men. She left the road
house on occasions, she said, but
was “afraid” not to return because
her sister was still there.
