The many friends of the FEPC.' •aid Marshall, -have looked upon the outcome of the railroad hear ings as s symbol of the effective ness of our country's efforts to Stamp out racial discrimination from industry. They hailed the de cision of the* FEPC Therefore non compliance with FEPC's findings and directives would undermine the morale of the many minorities of our country, have serious repercus sions among our allies abroad and greatly increase our national man power problem. *We feel that you will do all in your power to see that the decisions of the FRPC are enforced," Mar shall told the President. Ester Dunlap, Mr. and Mrs. Robart Avery, Thelma Ask Water Commissioners To Remove Jim Crow Facilities Charges that separate toilets and locker rooms are maintained for Nrgro and white workers at the De troit Sewerage Disposal plant, lo cated at 9300 West Jefferson avenue, and that other discriminatory poli cies exist in employment practices were lodged ;n a complaint to tne Board of Water Commissioners in a letter from Gloster B Current, executive secretary of the Detroit NAACP. this week. Acting on complaints reported by Negro workers to the association, the NAACP asked for a complete investigation of all charges by the commission and a full answer to alleged discriminatory policies. Jim-Crow toilet and locker facil ities. as well as unsanitary condi tions were disclosed by an NAACP investigation conducted by H. B. Sabbath. Specifically named in the compla.nt was Mr. G. Remus, plant superintendent; John Ward, senior operator, and J. H. Engle Other al leged discriminatory condition* un der protest were orders to Negro workers to carry samples of sewer age to the laboratory on their way home; refusal of white workers to work with Negro workers«who were upgraded, and failure of plant su pervision to remedy this condition; discrimination in upgrading to bet ter Jobs; and Negro workers or dered to do more work than white workers formerly did on same class ification, without commensurate in crease in pay. Text of Letter And Charge* Board of Water Commiaaioneri 735 Randolph Street Detroit 26, Michigan Gentlemen: 4 . “It haa oome to our attention that alleged discriminatory policies are in effect relative to the use of lock er and ahower rooms and employ ment practice* at the Detroit Sew erage Disposal plant, located at 9300 West Jefferson avenue. 1. It is alleged that white work ers and non-white workers have separate locker and shower rooms. The facilities set aside for use by non-white workers are kept in an unsanitary manner. The white lock er room has janitor service, and a sanitary foot bath; w’hile facilities designed for non-whites are not equipped with these conveniences 2 The non-white employees in the sedimentation tank department complain that they have been or-, dered to carry samples of the sew erage to the laboratory oh their j way home. They feel that this ;s detrimental to their health, due to inability to wash their hands af terwards. On the ether hand, it is alleged that when white employees were operating these tanks, work ers specially assigned to this duty picked up these sewerage samples and delivered them to the labora tory. We are informed that the or der under protest by non-white workers was written by Mr. J. H. Engle, and approved by supervision, on or about November 5. 1943. 3 It is alleged that a non-white employee wv sent to work in the pumping station on the midnight shift on December 2, 1943. When he arrived at the Job assigned, the white workers refused to work with him. Supervision did nothing to retain this man on the job as signed. but placed him in another department. The complaints charged that this is discrimination, and if true, according to the man date of the President's Executive Order No 9348, it could be con sidered discrimination. 4. It Is alleged that there Is dis crimination in elevation and up grading to better Jobs. White work ers may be hired on low paying Jobs, but are promoted rapidly to better and higher paying Jobs. On the other hand, non-white workers, regardless of ability or qualifica tions, have not been given equal opportunities for higher paying Jobs,, although there arc men available who possess proper qualifications 5. It is alleged that non-white workers are doing more work than was fo-merly done by white work ers of tne same qualification When white employees were operating the sedimentation tank division there were janitors to do the cleaning Non-white * mp’.oyees who are now operating the sed. mentation tank division have been ordered to do ! the Janitor work themselves with no coi responding increase in pay In the matter of separate toilet and locker room facilities, non white workers have on numerou* occasions been told by the super intendent. Plea For Workers Made By Union Head CHICAGO— (ANP) —The Negro| railroad workers' fight for greater employment opportunities has been crushed by the Supreme court ruling , that grants dictatorial powers to the National Mediation board and his position is likened to the run away slave after the Dred Scott decision, declared Willard S. Town send, international president of the United Transport Service Employes of America, CIO, this week. With 16 southern railroads openly defying the Fair Employment Prac tices committee and taunting it as to its constitutional existence, the country’s railroads are facing a mounting shortage of manpower, Townsend said. ‘‘Help wanted columns scream pleas for railroad skilled labor to relieve the shortages in various Yail road Job classifications,” he charged, revealing that this source of infor mation is the result of a survey of 15 daily papers from cities in which these railroads operate. The prison trio were pouring as phalt in cracks on the highway near Towmley, when the pot boiled over, cutting in two the fuel line, accord ing to details related by the • i cuers. Kerosene from a nearby tank was blown over Stoker, en veloping the white guard in flames. Railway employment discrimina tion, Townsend pointed out, lakes its toll in lives, poor schedules and bottlenecks in transporting war ma terials. The attitude of southern railroads indicates they are more determined to cling to racial dis crimination than to win the war, he said. While the 16 southern railroads are resting their case on the so called Railway Labor act, an act of congress which provides for tha dis posing of matters relating to con ditions of employment and wages, the colored railroad worker must find a way to extricate himself from the Dred Scott status which the Su preme court ruling made possible. Referring to the real enemies of fair employment practices and full utilization of Negro manpower, Townsend recalled how Congress man Howard W. Smith of Virginia broke into print by publicly chal lenging the constitutional powers of the FEPC. The pertinent ques tion facing America today is whether the Fair Employment Prac tice committee will provide the In strumentality in breaking this vi cious employment practice of racial discrimination, he said.
