The letter, signed by Esther V. Cooper, Youth Congress executive secretary, declared that the citizen ship rights of more than 500,000 Ne gro soldiers and sailors from the Southern states depends upon pas sage of the Scanlon measure, which embodies the features of the original Green-Lucas Bill, recent ly defeated in the senate. There are to be two bishop chosen, one to take the place of Bishop W. A. C. Hughes, who died soon after his election four years ago, and the other to replace senior Bishop Robert E. Jones, wno re tires this year. There are a dozen or more as pirants for these high offices. All are strong men and have a distinc tively active following.
