his work as chief of the Psychological
Warfare Bureau of the OWI in the
Mediterranean area, during which time
he commanded 2,000 American, British
and French army men and civilians.

OWI to win the highly coveted War
Department’s Exceptional Civilian

tional brotherhood movement, at
the Waldorf-Astoria hotel and was
echoed by other prominent speak
ers. He remarked that the world
looks to the United States for
guidance, “because we pioneered
the democratic way of life.
"Our armed strength and world
organization will be ineffective
for peace,” Patterson said, "if. here
at home and in our foreign rela
tions, we permit prejudices and
hates to warp our attitudes toward
those who possess and develop the
earth with us. Prejudice and hate,
the ingredients the totalitarian
gangsters used in their effort to
subvert the world, must be elimi
nated if we are to rebuild it.”

carry on a continuous program of
retailer education and compliance
checks within the various OPA
board areas. More price panel
assistants are needed now than
ever before, as the working staffs
of various offices have been cur
tailed over 80 per cent in recent
months.

or more each week to the work of
the OPA, and
they may vol
unteer at their
local boards or
at the main
office of OPA,

rent certification, if he does not
have one himself. He may write
the rent control office giving a
description of the dwelling and its
address and secure a copy of the
certification.
'What shall I do if I receive an
eviction notice?” is another oft
heard question. You may wait
until your case is heard in court,
after which time the court will
give you a definite length of time
in which to vacate the premises. An
eviction notice is not a notice that
you must move in 30 days, as is
often supposed.

URGES DIVISION
IN GOVERNMENT
FOR THE RACES
Two separate and distinct forms
of local and state government; one
for the whites, and one for the
Negroes, was advocated by J. C.
Seymour, a Georgia newspaper
editor, last month.
Writing editorially In the San
dersville Progress. Seymour pre
dicted a dark future for white
Georgians if the present trend of
Negro voting continues. He ad
vocates. therefore, that Negroes
govern themselves because the'
ratio of whites to colored Is ap
proximately 60-40 in some coun
ties of Georgia.

DECLARING that strict separa
tion is the only solution to Negro
voting, Seymour declared that the
precedent is already established in
the fact that there are separate
schools and colleges for Negroes
which ‘fully satisfies the dictates
of the United States Constitution."

Negroes hold the controlling vote
in counties where they out-number
the whites?” Seymour asks. “Are
we prepared to let them hold office
and authority over white people?”
Seymour cited the Negro college
:n Savannah (Georgia State col
lege*. in defense of his plan. He
declared that the president of the
college is now advancing the idea
that the only solution to the race
problem is for colored people to
live in colored communities.
“That plan is eminently sound,”
the Georgia editor said. “We know
of no better solution to the race
problem.”
