Takes Charge of the Colony and '- " The Minister-Promoter Lays Violent Hands Upon ClinkskillSpeers Special to The Journal. Winnipeg. Man., April 2.4:,C..W Speers, general colonization agent of the dominion government, and Rev. Mr. Lloyd, are now in charge of the Bai-r colony and its affairs at Saskatoon. " Barr's' organization has proved unable to cope with the problem and the government has stepped in. The climax came to-day and it was exciting while it lasted. James "Clinkskill. representative for Saskatoon in the legislature, in response to a petition signed by the colonists, called a meeting in the big restauront tent. When he tried to call the meeting to' orfierv Barr interfered angrily and at tacked Clinkskill. He rushed upon him and seizing him by the collar with both hands, said: "I tell you to your teeth that you are interfering here for the purpose of making trouble for the"dominion government. You are a damned infamous scoundrel." H e then threatened to eject him from the tent if he did' not leave at once. There was great excitement and a warm time for a moment, Clinkskill remaining very calm thruout the ordeal. Dr. Willoughby rose and supported Clinkskill by saying Barr's statement was an infamous lie. Strange as it may ap pear, Barr's conduct for the first time had the effect he desired. Altho Clinkskill had acted in exact accordance with the colon ists' petition in calling the meeting, Barr 's aggressive attitu de caught the sympathy of the crowd an.d .he. was .backed up. to such an extent that Clinkskiil was finally compelled to leave the meeting. Barr. however, had not much faith in his ability to hold the crowd, and' he was absent from the meeting called by Speers later in the day to make the necessary ar rangements for the journey, and Speers -to all practical purposes took over the whole matter on behalf of the government. Lloyd was present to represent Barr and he consented to all arrangement s. The trek will commence to-morrow. Speers in an address said that those who could not afford oxen, horses or im plements should not go into the colony. H e advised them to work along the rail way till they got. money. "How many are without 10" he asked. Eighty hands went up. "How many have families?" Ten showed their hands. "We will arrange- to provide these men with transportation and implements," said Speers. "How many young men want to leave the party and get to work here?" One hundred and fifty responded and these will be sent down the railroad and up to the principal lumber camps, where work has been secured for them. Lloyd said he would ask Barr to go on ahead of the colony and he himself would bring up the rear guard. There was a cheer at this announcement. Lloyd as sured the colonists that provisions would be reasonable at the syndicate stores, and Speers and the syndicate would provide necessities for the needy ones. Conservatives in Saskatoon are much excited over the treatment accorded Clinkskill. The tent In which the meet ing was held belonged to the government and Speers gave Clinkskill permission to use it. Barr claimed it as-his property and said that Clinkskill was ttespa.sssing. Speers, who arrived after the meeting was over, said that if he bad been there the Clinkskill meeting would have gone on. Clinkskill said afterwards he had no idea of making political capital out of the affair he merely acted as a public man, and would call another meeting if a simi lar petition was presented. Heavy cold rains have made things un comfortable. A score of tents were blown down during the night, and the occupants in night apparel were forced to seek shel ter In neighboring tents. April 24.The case of the soldier-leper, recently referred to in these dispatches, is the first ever known in the army. When the disease first developed the m an could have been discharged for disability, but it was decided to keep him in the service in order to give the .surgeons.an opportunity to study the dis ease. A special liduse was built for him near Fort Screven, Georgia, and he has been living there-nearly three months. An army surgeon has been detailed to at tend iiim a.nd to study the disease with a view of ascertaining if it can be cured. No reports have been received from the surgeon. ' FUNST0N DEMANDS COURT.
