New Industry, the Culling
of Diamonds.

Washington July 10 More than thirty
million dollars* worth of diamonds and
othei precious stones were brought into
the United States in the fiscal year just
ended The department of commerce and
labor thru its bureau of statistics state
ments shows that the total Importations
of diamonds and othei precious stones in
the eleven months ending with May
amounted to over $28 000 000 in value and
as the figures for the month of May alone
were about $3 000 000, it is e\ ident that
the June figures will bring the grand total
of diamonds and other precious stones up
to a full $30,000,000 for the fiscal year end
ing June 30, 1903
This is the largest Importation of dia
monds and other precious stones ever
shown in a single year of our commerce
Prior to 1S87 the total had seldom if ever
reached $10 000 00 per annum, from 1887
to 1893 the total gradually moved upward
until it reached $16 000 000 then It rap
Idly fell to $5 500 000 in 1894 $7 500 000 in
1895 $6 575 000 in 1896 and $2 500 000 in
the fiscal year of 1897 In 1898 the total
increased to nearly $9 000 000 in 1902 to
$23 000 000 and in 1903 it will be fully
$30 000 000 making the total for the ear
Just ended not only more than in any pre
ceding year, but 50 per cent in excess of
1901 double the figures of 1899 and more
than six times the average during the
period of 1894-7
A New American Industry.
This rapid growth in the importation of
diamonds while it suggests general pros
perity, also seems to indicate the develop
ment of a comparatively new industry in
the United States, the cutting of dia
monds The total importations of dia
monds alone in the eleven months end
ing with May amounted to $24 000 000 and
of other precious stones $4 500 000 Of the
$24 000 000 worth of diamonds imported
$10 000 000 were uncut diamonds, this
total of $10 000 000 of uncut diamonds is
a large increase compared with the im
portations of uncut diamonds in preceding
years, the figures for eleven months ol
the year 1902 being $5 500 000 while for
the corresponding period of 1901 they were
$6 500 000, for the corresponding months
of 1900 $3 500 000 and for the correspond
ing months of 1898 but a little over $2 000 -
000
The diamonds imported are divided by
the bureau of statistics statements into
two groups, viz "Diamonds uncut, in
cluding miners', glaziers and engraver's
not set," and "diamonds cut but not set "
The value of diamonds uncut including
miners*, glaziers', etc, imported in the
eleven months ending with May has
grown from $2 500 000 in 1898 to $10 000,000
in 1903, while that of diamonds cut but
not set has grown fiom $4,000 000 in 1898
to $14 000 000 in 1903 these figures being

months.

"Rossed" Wood Is a Manufac
tured Product.

New York, July 10Many strong pro
tests have been filed with the board of
United States appraisers in regard to the
assessment of duty on certain lumber im
ported from Canada into the United States
for the purpose of manufacturing it into
wood pulp, and a question which has been
agitated recently by directions from the
treasury department, ordering the assess
ment of duty on such lumber, will shortly
be presented to the board for its decision
Numerous protests, also are pending
before the board on classification and de
velopments are being watched by import
ers all along the borders of the great
lakes, whose Interests are closely linked
with those of Importers in the case now
before the board
Duty at the rate of 20 per cent ad va
lorem has been levied on merchandise
which is commercially known as Rossed '
pulp wood, being blocks or stocks rough
hewn under section 200 of the tariff act
of 1897 The logs were sawed into
lengths, having their bark removed, or
"Rossed," which the government con
tends renders them manufactured
Protests were Immediately forthcoming,
the importers setting up the contention
that lumber is entitled to free entry under
paragraph 699 The case Is to come up
the latter part of July It is reported
there Is a great deal of uncertainty on the
part of the authorities on the subject
Until recently the class of lumber in ques
tion has been brought into the United
States without having to pay duty

Figures Show Growth.
This inference, that the cutting of dia
monds is becoming an important industry
in the United States, which is suggested
bv the rapid increase in the importation
of uncut diamonds, is strengthened by the
fact that the census statistics on "lapidary
work" show that the total value of pro
duction of lapidary work in 1900 was over
$5 500 000 against less than $500,000 in
1890 and that the value of the materials
used in this work in 1900 was over $4 500,-
000 against less than $250 000 in 1890.

statement that railroad men at large do
not take ver seriously the newest plan
of James J Hill to make China a wheat
consuming country, statistics are pro
duced showing that exports of flour to
Hongkong and British China in 1892 were
471,408 barrels and in 1902, including Rus
sian China, 1,549,032 barrels
While the total flour exports of the
United States to all countries have in
creased in ten years about 16 per cent,
exports to China have increased about 200
per cent It is argued from this that
there is a great future in China for the
flour and wheat trade It is a fact that
the orient has, during the current year,
developed a most remarkable demand for
American flcfur
A good demand also comes from Japan
and is believed to originate with the gov
ernment of the empire During the month
Just past the Nippin Yusen Kalsha Ori
ental, Canadian Pacific and Pacific Mail
company carried to Japan over 75,000 bar
rels of flour apiece, making the total for
the month something over 300,000 and
orders have been placed for similar ship
ments in the future The demand for
this season of the year Is unprecedented
There is no wheat shortage in Japan so
far as known Perhaps the government is
storing up flour in view of the possibility
of a war with Russia
