WORM TURNS UPON CHRISTMAS TIES Grocery Clerks Banded Against Neckties as Gifts on Christmas. Journal Special Service. Bayonne, N J. Dec 19.Bayonne folk who try to win the hearts of grocery clerks with Christmas presents were surprised to learn that at a spe cial meeting of the Bayonne Clerks' as sociation a resolution putting a ban on neckties, particularly red ones, was passed with a unanimous vote and many cheers. Th resolution was intro duced by a red-haired clerk and read: "Resolved, That the members of the Bayonne Grocery Clerks' association re fuse to accept neckties as Christmas presents from customers or friends." "It is high time that we put a stop to. this necktie-giving evil," said the red-haired clerk. "It has got to be an unbearable nuisance, and as for me, 1 believe the time has come to put on the screws. A home I have a bureau chock full of neckties, and nine out of every ten are'red. There are plenty of other gifts that may be selected and it might be well to tip off the cus- tomerp.'' Other members spoke in a similar strain and agreed that the time had come to protest. ENGLISH LANGUAGE AS KEY TO CITIZENSHIP Washington, Dec 19.The report of the naturalization commission to^ which reference was made in the president's message, makes important recommenda tions for improving the conditions now surrounding naturalization. The com mission declares that the general prin ciples of the naturalization law are cor rect, but recommends that no one be admitted to citizenship who docs not intend to reside permanently the United States and that no one be ad mitted who does not know the English language. To prevent naturalizations for political purposes, it is recommend ed that a uniform fee of at least $7 be prescribed by law and that no natur alizations be permitted for at least thirty days next preceding a presiden tial or congressional election. FRISCO SOLDIERS IN WHITE HAGUE PERIL San Francisco, Dec. 39.All the cat tle have been removed from Angel island by ordei of Geneial Funston, commanding the department of Califor nia, because 50 per cent of the animals were found to be affected with tubeicu losis. General Funston appointed a board to examine suspicious symptoms found the cattle, and after a thoro examination of the fifty-eight head of cattle on the island, including milch and dry cows and calves, found 50 per cent to be infected. Their report re sulted in the order for the immediate removal of the animals and General Funston ordered all ^!he animals re moved on or before Dec 20. Leaving Minneapolis at 8:30 a.m. every Tuesday, St. Paul 8:30 a.m., the tourist has a daylight ride through one of the most populous and richest agri cultural sections of Minnesota and Iowa. Kansas City is reached at 8:20 a.m. the next day. Th car attached to the Santa train leaves Kans as City at 11 a.nf. Wednesday. During the afternoon the train passes through some of the most thriving towns in KansasLawrence, Topeka (where a stop of twenty-five minutes is made for dinner) Osage City, Empo ria, Florence, Newton, Hutchinson, sec nic Colorado being entered during the night. The next morning at an early hour La Junta, in southeastern Colorado, is reached, and at this point the first view is had of the Rocky Mountains, the train skirting the eastern foothills and entering New Mexico near Raton. Will iams is reached at noon on Friday. This is the junction with the line to the Grand Canyon of the Colorado, and a stopover may be had here if a visit to the Grand Canyon is provided for in the itinerary of the tourist. From Sa Bernardino until arrival at Los AngeJes, at 8:25 a.m. Saturday, the train runs through the garden spot of southern California. "Reasons Why." By W. W. Jermane, "Washington, Dec 19.^Representa- tive Davis of Minnesota has introduced a bill which he believes will help re lieve the acute situation created by the insurance scandals. I provides that in surance companies shall be required to make full statement of their business annually to the secretary of commerce and labor. The penalty of failure to do so would be disbarment from use of the mails. Representative Davis is greatly pleased over his transfer from the com mittee on the District of Columbia to the committee on agriculture, and it is his plan to buckle down to work and see if he cannot do something during the session that will be worth while for his part of the country. On the District of Columbia committee, which is in reality the city council of Wash ington, he had no hand In anything ex cepting affairs purely local to this city, and the assignment obviously did not give him an opportunity to come into notice among his own people. Mr. Davis says: I have every reason to feel grati fied at my new assignment on the com mittee on agriculture. I consider the committee one of the most important, and especially so in" view of the tact that the department of agriculture is rapidly widening the scope of its work and is rendeu ng so much practical as sistance to all classes of agriculturists, stockraisers and dairymen thruout the entire country, upon whom the welfare and prosperity of the nation largely de pends. Port Jervis, N Y., Dec 19.The re markable dream of Miss Grace Dunn, the 17-year-old daughter of ex-Sheriff Dunn of New York, who died at his home in New York city on Tuesday last, is the talk of this entire section. Mr. Dunn was in Monticello the Sat urday preceding his death to see his daughter, who was spending the winter there for her health. His daughter was not made acquainted with the sad in telligence until she reached New York. It was thought that the shock might kill her. The poor girl, the night that her father died, dreamed that she saw him dead, and the nurse could scarcely argue her out of the belief. I was true, nevertheless. Washington, Dec 19.By a graceful act Representative Tawney yesterday averted possible soreness between Speaker Cannon and Chairman Payne of the committee on ways and means. When the Pana ma canal bill came back from the senate it was assumed that it would be ^nder the .-jurisdiction of the appropriations committee, and on that assumption, Speaker Cannon had ar ranged to appoint Tawney, as chairman of the appropriations committee, Hep burn of interstate commerce, and John Sharp Williams, representing the ways and means committee, as members of the conference committee. Chairman Payne of the ways and means com mittee, apparently felt slighted over this assignment' and made his hurt known to several members. Upon hear ing it, Tawney went to the speaker and suggested that Payne be put on the conference committee, because the mat ters in dispute between the house and senate were such as would come within the jurisdiction of the ways and means committee, and that Livingstone of Georgia, the leading democrat on ap propriations, be appointed conferee in stead of Williams. Th father of the child purchased the liquor for medicinal use, it being home-made rock and rye, and left it on a table. Th child drank the entire contents, and wh en its parents returned to the room after a brief absence, the child was seen to reel. told his parents that he drank the whisky. Dr. Suydem worked over the child for twelve hours but failed to arouse him from an un conscious state. Paralysis was given as the cause of its death.
