Evening, dustrial school at Aberdeen, and Dr. Droppers, the president of the univer sity at Vermillionj the transfer of Dr. Chalmers, president of the Agricultural college, to president of the university at Vermillion. A few days ago the public was very much surprised to learn that the regents had been investigating charges against Dr. Chalmers and de cided that they were of such a nature that they could not retain him, and hence asked for his resignation. No charges or complaints were ever made against the president of the Aber deen Normal school, nor have the re gents ever given any reason for his removal. The charges which had been made against Dr. Droppers had been fully investigated by the board of" re gents and the doctor fully exonerated. There is an important part of the history of this transaction that has never" yet been published. Dr. J. W. Heston was for many years president of the Brookings college. He was re moved about two and a half years ago and Dr. Chalmers appointed in nis place. Dr. Heston and his friends have always claimed that he was un.iustly used and was removed for political reasons. In May, 1904, he had printed a large num ber of copies of a letter which he had addressed to one of his former students. In this letter he said: Heston's Open Charge. If the people knew the true condition of the college they would surely correct the evils there at no distant day. It is fast declining in power and useful ness- The attendance is less than half as great as when Governor Herrled be gan,his fight on me. At the rate we had increased for the six years just prior to this the college should now have over 900 students. It has not a third of this number in fact, at the present time there are not 250 students in at tendance. There is anything but har mony in the .faculty, and there is gross incompetency there in a few depart ments. All of this Is unfortunate, but cannot be corrected under the present state administration. As to the change In the presidency. This is explained in a few words, per haps none more fitting than thesegub ernatorial revenge. It became necessary for me to demand the removal of Mr. Chllcott, and he hap pened to be able to secure the protection and assistance of his old political friend, the governor of the state. When his excellency made enough appointments to control the board, his appointees speed ily disposed of me and retained Mr. Chilcott. For some reason, after having the letters printed, he did not give them general circulation, only sending out a few copies to personal friends and for mer students of the college. Again in December, 1904, he made ar rangements for printing a large num ber of copies of a letter written by him to another of his former students. He Baid the school was badly demoralized when he took. hold and a disgrace to the state. The attendance was run down and public confidence destroyed. The faculty was made up of two hostile camps. He sought to work some better condition out and was .iust getting things in better shape when-the new state administration came in. and the "old political machine" in the faculty was reorganized. Since then, he declared, the machine had been in full control of the Institution, ma nipulating the* Board of regents. The letter then says: Regents Ignored President. Your idea that I might have secured changes in the' faculty is all wrong. The present board of regents never paid any attention to my recommendations about employees. Men were elected and given prominent places in the faculty whose existence I did not know until they walked into my office and informed h)e they were given a position by the re gents. In some cases no such employees were needed at all, and in' other /in- stances those chosen by the board w^re utterly unfit and unworthy. I protested yes, and insisted/ that it was my. right and duty to nominate all candidates for positions in .the faculty, but my,, pro tests were swept aside and I was ab* cused of impertinence toward the board. These things are not new to me. I attempted several times In various ways to secure changes in the faculty, but the fellows always had "putts." Their usual method was to work thru the governor,, and you know this official ap points and may rempve the board, so he is dictator when he chooses to be such. The political faction in the fac ulty here which now dominates all its activity Is holding on by Just such power. They go to conventions and nominate members to the legislature whom they believe will protect them and retain them in office. Merit cuts no figure anywhere in the college. In fact, the most worth less get the highest pay. It is a case of "graft and pulls" ail the way thru. Nothing but a legislative investigation will bring into public view the true con dition of the Brookings college, for its real inwardness is carefully concealed from all who might in any manner over throw- the clique in full control there. Sidetracked at Pierre. ^W7^ Just prior to the convening of the session of legislature he prepared a for mal petition and charges upon which he intended to demand a full investigation of the institution and the reason for his removal. Dr. Heston with his attorney went to Pierre early in the session of the legis lature for the purpose of pressing the matter. .He laid all of his charges be fore Governor Elrod and a few mem bers of the legislature. A short time thereafter the board of regents made the chan'gea in the public institutions and appointed Dr. Heston as president of the normal school at Madison, and nothing further was heard of the charges. These charge* Were serious ones. If true something- is radically wrong at the college. Nothing has been done so far to remedy any of the matters com plained of. The appointment of Dr. Heston as president of the normal school at Madison is almost as complete a vindication* as tho he had been rein stated at Brookings. If his charges against the Brookings college are false then he is an unfit person to occupy that position. Then was certainly nothing to fear from the legislature if the charges were false The fact that he was for seven v$ar$ president of the Brookings college anc is now president of the Madison norma school gives respectability and weight to his statements. The regents by re taining Dr. Droppers as president oi_ the university have given'him as cdm plete vindication as it gave Dr. Hes ton. The regents have always intimated that the changes at the several educa tional institutions were made at the "request" of Governor Elrod how ever, the governor disclaims all respon sibility for the acts of the regents.
