It is the most important measure for Austria presented to the house in the last generation. The bill at first aroused much hostile criticism, but it has now won almost universal support and there is every reason to suppose that it will be passed. One after anotlrer of the important political clubs representing the various nationalities of Austria have recognized ihe project as impera tive for the country. The landed aristocracy, who lose power and prestige thereoy, naturally are opposed to it, but they will not be able materially to injure the proposed law, which will be energetically and lengthily discussed. No fewer than 206 speakers, half of them in favor of the measure and half against it, have announced their intention of speaking. The debates will be lively, for each party is desirous of protecting its inter-, ests and those of its nationality at the expense of other nationalities. It & generally believed that the discussion will end in mutual compromises. CZAR HOLDS FIRM vr GRIP.ON RUSSIA Nicholas Sways National Assem bly arid Grants No Written Constitution, & St. Petersburg, March 7.The full text of an imperial manifesto and laws relative to the national assembly t'nd the reorganization council of the em pire throws a flood of light on the pur pose of the government to keep a nrm, check on the new Eussian parliament and to exclude certain subjects from consideration by the people's represen tatives. The composition of the, coun cil' of the empire,- or upper house of the national assembly, with one-half ap pointed by the emperor and twenty-six elected from the nobility and clergy, not counting scattering supporters from other classes, seems to insure a con servative if not a pliable majority the council to block the national as sembly, should the majority of the lat ter be in. opposition to the crown. Czar's Power Retained. The government carefully retains the power to promulgate ''temporary" laws during recesses of the parliament, and as the parliament is' subject t dis solution by imperial ukase, the gov ernment is* thus in a position in time of stress to rid itself of an obnoxious legislature and proclaim such laws as it..deems necessary to meet the emer gency. A feature of the law which seems to effectually bar "reds" from member ship in the national assembly, is a pro vision exacting from persons elected an oath of fidelity to emperor, autocrat and .holy Russia*" Tie Chief Grip. The most significant article, however, is one retaining certain provisions of an existing law which is mentioned only by number.. Jackson, Mich.j March 7.William Hogan, balloonist, who has performed some of the most daring feats in midair in-history and who was well known thruout the United States, is dead here, aged 63 years.. .''_ Hogan *B death recalls the tragic end of two of his brothers who ascended to dizzy'heights innumerable times, but finally met death while performing. John Hogan ascended in a balloon at Detroit ten years ago and was dashed to the ground. Bdward Hogan went up in an airship-in New York in the late eighties and was never seen again. It is supposed he dropped into the ocean.
