STOKER'S RECALL Severance of America's Relations with Austria May Cover the Slimmer. Vienna, March 31.Bellamy Storer, the retiring American ambassador, is sick i bed. suffering from a renewed attack of Egyptian fever. His physi cians have forbidden him to see any one. Since Mr. Storer *s return to Vienna there has been practically a severance of diplomatic relations between the American embassy at the foreign of fice, as, now that Mr. Storer is in Vien na, the Austro-Hungarian government does not consider that Secretary Rives is charge 'affaires. Mr. Storer's letter of recall is ex pected next week, but unless the Wash ington state department authorizes Mr. Storer to present it personally, its pres entation must await the coming of Mr. Francis, Mr. Storer's successor. Should Mr. Francis not arrive before the mid dle of June, his audience of the em peror must be postponed until the end of September, a tb.e emperior leaves Vienna early in June for his usual so journ in the mountains and the Aus trian court ceremonial provides that a new ambassador cannot be introduced to the emperor except in the imperial palaces at Vienn a or Budapest A strong feature of thise* unusual diplomatic situation is the fact that the offices of the American embassy are situated in the private residence of the recalled ambassador. I is stated by persons on intimate terms with Mr. and Mrs. Storer that the latter intends to take up her hus band 's cause as her own. She is quoted as emphatically denying having used a private letter from President Roosevelt for the purpose of helping Areh/bishop I i eland. Mrs. Storer will not discuss the matter. Britons as Critics. London, March 31.The Times cor respondent at Vienna, in treating of the Storer incident, says: "In diplomatic circles here the man ner in which Mr. Storer has been treated is criticised in terms that can not be reproduced without disregarding the susceptibility of the American government. One fact may, however, be vouched for on 'the best authority, namely, if any official function or din ner should occur i a embassy or government department pending the presentation of letters of recall, Mr. Storer will be given his place as am bassador and treated with the defer ence due the accredited representative of the United States.'' Francis to Sail Soon. Washington, March 31.Charles S. Francis, the new American ambassa dor to Austria, has received his com mission. He will sail for Europe as soon as he has received his instruc tions. OHIO TOWN IN PERIL O RESERVOIR BREAK Bellfontaine, Ohio, March 31.Condi- tions were much improved today at the big Lewiston reservoir which threat ened to break its bounds last night and inundate the town of Lakeview. The weather became colder during the night and the heavy rain which had fallen for many hours turned to snow. Men patroled the south bank of the reser voir all night and were still on duty to day.
