Spence Smith of Bapides has introduced into the state legislature a bill to regulate marriage contracts and prevent race suicide. The bill only applies to whites and provides that: It shall be unlawful for any younjt man to attempt to court any voting wo man before he is 24 years of age. Before making such attempt he shall inform the parents or guardian of the woman he proposes to court of his in tention to do so. He shall also make affidavit before a justice of the peace that his courtship will be in good faith and for the pur pose of trving to convince the young woman that it will be profitable for her to marry him. Widowers Under Ban. It shall be unlawful fox widowers over the age of 40 years to attempt to court anv woman tinder the age of 18 beyond the confines of the parish of their residence After the passage of the act all chil dren born to legally married people in this state shall be raised and educated at public expense. All boy children shall be Bent to the state universitv at Baton Rouge, and all girl children to the state normal school at Natchitoches. An appropriation of $17,000,000 to carry out this education feature is pro vided for in the bill. Washington, June 7.Senator Daniel of Virginia didn't get very far in his effort to have the senate Teconsider the vote by which it had passed the employ ers' liability bill. He attempted to get the bill up yesterday, but the senate, after listening to his_ speech, decided not to resurrect the bill. After the chair had announced that the motion to reconsider had been lost, Senator Tillman lumped to his feet. "That passes the bill, doesn't it. Mr. President*" he asked I'The bilI passed," replied the chair. "It will now go to conference. The senate made several amendments to the bill as it came from the house, but even the senate bill incorporates the liability principle and grants prac tically what the railway employees have been demanding in vain for twenty years until now. Boost for Iia Follette. The conference cannot therefore nulli fy the legislation. The house will prob ably stand out for its somewhat more drastic proposition, but theVe will be legislation Senator La Follette thus adds another feather to his cap and incidentally to his reputation, for it was his management which resulted the bill having any status in the senate. Had La Follette kept silent, it is probable that the committee which was considering the bill would have failed to make a report, lust as has been the oase congress after congress.
