The attorney general today received a letter from Winona asking: "If a voter moves out of one precinct into another within thirty days of the elec tion, can he go back and vote in the Friday Evening, Se \._ _,- recjnct from which he removed, or is disfranchised?" GFeorge"T. Simpson, first ^assistant at torney general, has replied that in such instances men are disfranchised. A man must live in the precinct in which h votes thirty days before he is en titled to cast his ballot, says Mr. Simp son, There seems to be no .escape from the law on this point. It makes no dif ference on- wha-t registration day he registers it may be the last registra tion day of the primary election, so iar as the legality of the registration is concerned. But the voter must have lived in the precinct thirty days pre vious to the date of the election at which lie casts his ballot.
