and feed crops Is to be had thlG year,
prompt action to protect tho need sup
piles Is nccRssary, Secretary Houston
warned Congress to-day in asking for
an urgent deficiency appropriation for
government purchase and salu of seed
to farmers at cost.
"Thcro is urgent and Immediate
need for at lca:,t $6,000,000, and it Is
probable that an additional sum will
be required in the near future," said I
the uecretary. "The seed cituatlon pre- j
eetlta many difficulties. Two general i
areas have suffered severely from I
drought during tho past season?tho I
Southwest, including a large part ot
Texas and a part of Oklahoma, and a
considerable portion of the Northwest,
including large sections of North I?u
Vota and Eastern Montana. These
regions represent a large part of the
grain producing areas of the United
States. Tho seed corn situation In the
Northern half of the corn belt Is more
serious than it has been for many
yeare."

If Emperor William, of Germany, as
"tho babarlan who criminally caused
the war," was made by Jean Baptiste
Bourdla of the former eiltc firm of J.
Pourdls & Co., of this cl15*, In his will,
filed to-day. A bequest of 500,OOu
francs was provided for "institution.!
tinder the control of the French gov
ernment for tho relief of helplessly
crippled French soldiers victims of the
criminal war imposed by one man for
the satisfaction of his own ambitions."
Tho reBlduo of the rotate aleo Is to
be applied to the relief of maimed
French soldiers, while other sums were |
set aside for the benefit of French ho^- j
pUals and war orphans. The income I
of 100.000 francs was bequeathed to the
City of Lyons. France, for the purchase
of paintings for the pup'.ls of the Ecolc
des Beaux Arts, at which Mr. l.ourdls
van once a student.

Owing to the delay In transportation
facilities and Inability to secure' suf- j
flclent paper stock for printing the
neoessary bland income tax forms to be I
used by income taxpayers in making i
their returns for the year 1917, the de- '
partment has been unable to have j
printed the forms required for distribu
tion among taxpayers. This delay has
necessarily disarranged tit e schedule
under which income tax officers were
to visit, on days heretofore advertised,
the varlons county courthouses and
other places, for the purpose of in- '
strueting taxpayers in the preparation |
of their returns, which arc to be tiled i
by March 1. These advertised dates I
have, therefore, been necessarily re- j
called, but the officers will visit each '
of the counties at a later date, no- |
tlce of which will be given. |
