9,11011,1111 OF H NEGROES IRE ID SOUTH INortli and \Vesl Have But 780.000 of 10,342.734 Total. ' WASHINGTON. Dec. -JO.?The De partment of Commerce, through tho Bureau of Census, lias today issued | o special s talcment pertaining to negro migration in tho United States, as shown by the fourteenth decennial t census, taken as of January 1, 1020 ! The total number of negroes born' in and living in tho 1'nited States j proper, as enumerated for January 1 ' J,02", was 1fl.3Sl.30ft. which total In-j eludes 38,575 negroes for whom tho State of birth was not ascertained by the enumerators. The total number for whom the State of birth was re ported. 10.3 12.734. comprised S.288.492 or S0.1 per cent. who wore living In ihe States in which born, and 2.054, "42, or 1?.? per cent, who were living In other Slates. In 1910 the per centage living in other States was 36 6, and in 1!<00 It was 15.6. The total number of negroes re ported as born in the Smith (that part "f the country iying south of the southern boundaries of New Jer sey, Pennsylvania, Ohio. Indiana, Illi nois. Missouri and Kansas) was 0.-j ?500,943. Of those. 7,751,361. or SO.7 pe i* cent, were living in their native States In 1920; J,06*.7ss. or 11.1 peri efrit. were living in other Southern ( States, and 7S0.794. or S.l per cent, were living in the North or West.) The total number of negroes reported :,v born in the North and West was j 741.791. of whom 537.131. or 72.1 per1 cent, were living in their native Slates in 1920; 157.437. or 21.2 per ? . nt. were living in other Northern j or ^Western States and 47,213, or 6.4 per. cent, were living in tho South.1 Thus the proportion of Southern-born negroes who migrated to the North fir West. S.l per cent, was only about ? one-fourth larger than the proportion! of the negroes who were born In the North or West and migrated to tho South, 6 4 pi r cent. The number of neeroes born in the; South and living in the North or West' less the number born In the North or, West and living In the South was 7?8.f>71. These may be termed the' survivors of the net migration of ne i;rr>os from the South to the North sinil- West. The number of Southern borh negroes living In the North and Wt?t increased from 4 40.534 In 1910 ?.. -780.794 in 1920. forming 40 9 per cent, of Mie total negro population of j the North anil West in the earlier ;.,ar and V'.3 per cent In the later. The mitrr-uion of Southern negroes Northern and Western States un- 1 iloubtedly t >ok place to a materially >.-r< utcr extent between 1910 and 1920; thap during the preceding decade. . V.'lUle It i.? impossible to calculate ' ?: aetly the extent of this migration! durjng the recent decade, the avail-' i<Iila ilata indicate that approximately! ^fit,000, or somewhat more than one-i half, of the 733,571 survivors of the net nefrro migration from the South to tho North anil West prior to Janu Sii >? 1. 1920. left the South subsequent- j ly "to April 15. 1910. In general, the negroes born In the! North and West an-l In the northern j p:;rt. of the Sooth have migrated to a \ much greater extent than those born ' in th< fur South. Considering as one i kroup a.I th< negroes born In tho j Northern and Western States, the per- j rentage living, lit 1920, In Other j States than those in which born was i i'7.6; considering as another group j those born In Delaware. Maryland. | District of Columbia. Virginia, West Virginia. North Carolina, Kentucky,! T.-tinesse, Arkansas and Oklahoma?! I. e.. the northern part of the South?| the corresponding percentage was I 24.S: but for the negroes born in the far Southern States of South Car dlna, [ Georgia, Florida, Alabama. Missis- ? sippl, Louisiana anil Texas, the per- j ci ntage living In States other than | those in which born was only 16.2. Although migration to the North! anil West has not, taken place among j the far Southern negroes to the same | extent relatively to their total num- I beru. as ninotiK tlie negroes in the j northern part of the South, there was i nevertheless a pronounced increase i in Mich migration from the far South dining the past dei ade. For example: the negroes who were born in South I Carolina anil had migrated from that State to Pennsylvania inoreff?ed friim ; 2.113 in 1910 lo 11.621 in-.-V.O*: ?thV.su' fioin Georgia to Pennsylvania' ln r-t ratted from 1.57R to 16.196; those frojn Florida to Pennsylvania, from 393 to 6,370; those from Alabama to I Ohio from 7?I to 17.5SS; those from Mississippi to Illinois, from 1.612 to 19.485; those from Louisiana to : Illinois, from l.f.att to S.07V, and those! from Texas to Missouri from 1.907 to 4.3 H. Dec. 20.?Control of the Treasury Department over the affairs of the Farm Komi Uoard has resulted In defeating the ulnis of legislation enacted for the purpose of aiding I ho farmers of the country, Senator Flctcher, Democrat. Hut the Treasury Department is not interested In agricultural, Sen ator Fletcher asserted, and does not want the bonds for the farmer to come into competition with other bonds to aid commercial. Industrial business and trade enterprises. The department wants to hold the market for those securities, and the farmer's bonds can go hang. The system In- ' stltuted for the benefit of the farmers has ceased to function. 1 herefore, 1 say l would rather be a member of the agriculture- bloc than a member of a body of block heads who are tying the hands of! (ho Farm Doan Uoard. So long as the Treasury Department holds any of the bonds issued by farm loan banks, it. names The directors of ?hose banks, and it is to prevent tho farmers, who are stockholders in such institutions, from obtaining control of their hoard directors that the Treasury Department Insists on having farm loan bonds sold to that I department instead of having them 1 floated through other sources.
