Congress in handing back those properties to their own ers lowered the legal bars and provided for the consolidation of the railroads in con tinental United States into a "limited num ber" of great systems. At the same time it authorized tin* Interstate Commerce Com mission to adopt and to promulgate a tenta tive scheme of railway grouping to which the carriers would bo expected to adhere in a broad way. This duty was imposed upon the commis sion in order to preserve the principle of compet it ion as between the systems that might be created; to make possible uniform rates in competitive territory and to as sure a greater degree of efficiency and econ omy in the operation of the railroads. It was not believed to bo wise to allow the rail roads themselves to decide in their own way and with their own immediate inter ests in view, what mergers should take place. Already the commission has proceeded far with its work. It engaged Professor Ilipley, of Harvard University, to prepare a pre liminary scheme nf consolidations for the country as a whole. This scheme has been taken by the commission and is being worked over by that body. Three tentative systems for the South have been prepared and submitted for hearing to the carriers c'. "ecned. These systems are built around the Southern Railway in the first instance, around the Atlantic Coast I.ine. in the sec end. and around the Seaboard Air Line in the third From the South the commission will proceed tr. other sections of the work and draft tentative plans for each. Up tn this time the railroads have not exercised their option of consolidating along the lines laid down by the commission. They have found multiplied objections to the ten tative schemes. Thcv cannot evolve a pro giam for refinancing th- proposed consoli dations. They do not like the arrangement of the grouping of carriers which the com mission suggests. In fact, they are not dis posed to consolidate at ?ill.
