Some Improvements Strongly Urged and Many Valuable Recom mendations Made, i Peter S. Condie, Superintendent of Streets and Irrigation, yesterday filed his annual report for the year 1903 with 1 the Mayor. The report Is thorough in i ,, every detail, and aside from the rccom ' inendatlons that are made contains some valuable Information that has never before been made public. The expense of the street department for the year amounted to $-9,215.50, and that of tho irrigation department $21,33S.1G, making a total of $70,034.02 for both de partments. This amount, less $9G2.15 for work and material furnished other departments, leaves the net cost of the ! street and Irrigation department at -5C9,D91,S7. The total cash receipts of tha department from poll taxes and ' other sources amounted to $1272.70. ! FLUMES AND BRIDGES. During the present year S7C new flumea and twenty-four new bridges were built and 4S3 flumes and 2G0 bridges were repaired, which, with the building of twenty-four new headgatcs, 1 cost the department $7479.97. The poll j tax collections for the year in cash and labor amounted to $11,196. This amount would have been larger had it not been for the decision rendered in the city court declaring the poll tax ordinance to be invalid. The cost of maintaining i and cleaning the streets of the paved j districts of the city was much greater 1 than the previous year, owing to the ' fact that the paved area was increased 11 one-third durlnc that year. Mr. Condie recommends the paving of the streets Immediately surrounding the city .and county building for the reason that the 1 Joint building Is daily visited by throngs I ( of people and is one of the principal at ! tractions to tourists, who from sur l ' roundng conditions receive their lm l presslons of the progress and modernity L ' of the city. The recommendations of the Street and Irrigation Supervisor are I as follows: FAVORS PROGRESSIVE POLICY. Third That two dozen additional Iron receptacles for waste paper and garbage be placed on the streets In the business dis trict. , Fourth That a section at least twcnlv rods In length be added cverv year to the brick conduit In the Jordan and Salt Lako , . canal, thus eventually entirely replacing Hie wooden flumlng with brick conduit Fifth That tho old "White bridge" over tho Jordan river, on North Temple street, i be thoroughly overhauled and ropalred or t replaced by n new brldce, to remedy tho j i present unsafe condition. , ' Sixth That a new wagon and passenger bridge be constructed over tho Jordan rtv r on Eight South street, the old one hav ing been ussd for over thlrtv vears and the traffic thereon Is very great. I Seventh That In view of recent decision i of the court no further permits be granted for the construction and operation of rall . v road switch tracks on tho public streets I f for the accommodation of private parties Eighth That the railroad companies bb i required to place gates or tlagmen at street crossings where their lines are operated or In lieu thereof that tho speed of rail road trains within the city be llmilod to eight allies per hour, as formerly. Two letters addressed to the "Man- i ,; ager of the Southern Pacific company" j were mailed In this city, containing the ' nbove threat. Wife of a San Francisco Candy Maker Suicides With Gas. San Francisco. Cal., Jan. 2S. Mrs. S. A "West, wife of J. W. West, a candy manufacturer, committed suicide last night' by turning on the gas. Her dead dead body waa found today in her apartments. She was in 111 health and had frequently threatened to kill her self. A short time ago her huoband, J. TV. West, dropped dead on the street, and a few weeks later the daughter, Grace Clara Perkins West, ended her life In a local restaurant. Mrs. West had in- timated recently that she had been robbed of her money and some property in Denver. A letter from John Sulli van, Chief of Police of Seattle, was found In her apartments, saying: "If you will send mo full particulars regarding this man Rubensteln I will do what I can to help you." J It has been learned that Mrs. West had made four previous attempts at BUiclde. Two roomers in the house where she died were nearly asphyxiated by the escaping gas. Murder Suspect Released. Louisville, Ky., Jan. 2S.
