The Interstate Commerce CornhUaalon yesterday Issued 'an order requiring- a substantial lnoreaso- in the number of southbound cars which shall be operated on the Mount Pleasant line during- the morning rush hour period. This aotion was taken on the recommendation of the Dlfltriot eleotrlo railway commission, whlcblatter body has recently been Investigating- complaints concerning- the conditions on this line. It will be remembered that the orders of the Interstate Commerce Commission relative to schedules were suspended from July 1 to September 15, at the request of the Washington Railway and Eleotrlo Company, the latter promising- to furnjah sufficient transportation during this pe riod of alleged decreased traffic. On in vestigation, however, tt was found that an insufficient number of cars were being operated on the Mount Pleasant line, hu an Improved schedule was therefor rec ommended. Langrfltt recommends In his annual report that all government bulldlngB be supplied with meters. The part of the report which says a new aqueduct is not needed is based on the assumption that buildings would be supplied with meters, according to Col. Langtltt. An estimate of expenses which would be incurred in metering the government buildings Is Included In tbe report. So far, the only government buildings metered are the Government Printing Office, Municipal Building, and the navy yard. Frank M. Hals tend Appointed to tbe Position Yesterday. Frank M. Halstead. law clerk of the customs division of the Treasury De partment, has been appointed chief of that division, succeeding Charles P. Montgomery, who resigned recently to take charge of the customs department of the American Sugar Refining Com pany. The appointment will take effect to-day. Mr. Halstead Is forty-one years old and" has heen in the customs dlvjslon since July 20. 1903. He was recently chairman of a comlttee to devise a plan for rearranging the customs districts, nnd was also chairman of the committee on the reports of special agents PROTESTS FATHER'S WIEE. J. Harry Dove Claims His Brother Used Undue Influence. J. Harry Dove yesterday protested the probating of the will of hlsfather, Will iam P. Dove, "Charging- that at the time of the execution f the document his father was not of disposing mind. He also declares that his brother, Thomas M. Dove, unduly influenced his father In the making ofthe will, which leaves to protectant $500. The will recites that the testator had made many advances of money to his son Harry without return, and that "his other son, Thomas, provided him with a home in his last days. In a fit of frenzy, March 15 last, attacked his little son with a hatchet and attempted sui cide.
