KRAM'S RECORD PLEASES The object of the commission which Postmaster General Burleson has ap pointed to Inquire Into the actual finan cial, physical, and working conditions of the Postofflce Department Is not to in t estimate a series of complaints from mal contents of the office of the auditor for the Postofflce Department, as was Inad ertentIy stated jestcrday morning. In the first place, as was pointed out lesterday at the Postofflce Department, such an lnv estlgatlon naturally would come from the Treasury Department; In the second place. Auditor Kram's record for economy and efficiency In his depart ment is considered unusuallv good. The commission, which comprise the four assistant postmasters general, fs In tended as a board of survey for the entire department, to place the members and the Postmaster General In closer personal touch with the details of the big estab lishment and to open the way for intelli gent attempts to Increase the efficiency and reduce unnecessary expenditures in She several branches of the postal service. The arbitrary audit of a large number of postofflce money orders was by direc tion of Congress on recommendation of the Treasury Department. The money orders affected had been subjected to two or the three check tests usually employe! In the audit. In view of the fact that few mistakes escape the first two checks and that to catch up with the work on the third and last check would require an expenditure of 167,000 for extra clerical assistance, the Treasury Department rec ommended that this part of the work on remaining unaudited money orders be dis pensed with. The provision was Inserted In the general deficiency bill after It had been explained to and approved by Sen ator Brlstow. who first gained national prominence through hi work of reform in 'he Postofflce Department. All of the local churchis am to hold special services today In commemoration of Good Friday. Davenport, will hold a special service, but he has been compelled, on account of his weak condition, to omit the three hour service held In former ears. To night the Bishop of Washington will ad minister the rite of confirmation to a large class. Also this eenlng special services are to be held In the Anacostia Methodist Episcopal Church and the Con gress Heights Methodist Church. Rev. Charles F. Sontag will conduct the serv ices this morning In the Esther Memorial Episcopal Chapel at Congress Heights. The weekly entertainment for the in mates and emplojes of the Government Hospital for the Insane was held last evening in Hitchcock Hall In charge of Dr. Alfred Glascock. Motion pictures formed the principal amusement. This entertainment I usually held on Friday evenlns, but on account of Friday of this week being Good Friday, decision was made to conduct the entertainment last eenlng Mr. and Mrs C. A. J. Williamson, the former in charge of the construction work at the Government Hospital here, have gone to Palm Beach. Fla., where they will remain for the next two weeks. Salem Lodge No. 22. Independent Order of Odd Fellows, met last evening In the local Masonic Hall, with John T. Dent, noble grand, in the chair. Milton J. Kemp, who Is indicted on a charge of violating section 211 of the penal code The jury In the case consists of Mordecai Parke. Morris Kaufman. George R. Ede- len. John C. Stone. George L Johnson, Clements Giebel, John S Arthur. Robert W. Blair, Edward E. King, William B Denham. and Albert Dichl. Senator Fletcher of Florida, father-in-law of Dr. Kemp, occupied a seat along side his sonin-law and frequently prompted his attornevs during the pro ceedings. Postofflce Inspector James TV. Woltz. of Cincinnati. Ohio, testified about com plaints being received hy the Postofflce Department about doctors and others using the mails for purposes of transact ing illegal business, and that he had re ceived confidential information about Dr. Kemp. Witness declined to reveal the name of his Informant and was sustained b Justice Stafford, it being regarded as a confidential communication in his ca pacity as an officer of the government. Mr. Woltz stated that he sent a decoy letter to Dr. Kemp for the purpose of ascertaining whether he was using the mails to carry on Illegal business and not for the purpose of having him break the law.
