"The third possibility is that Congress j might Issue a declaratory act, unless a , test case having been taken to the Su- j prime Court, such an act should be decid-, ed to be unconstitutional. Fourth, the j question could be decided If some woman, , having her vote refused by a State, should bring a test case before the Su preme Court, and it should be decided in j her favor. This last. I think, is the wayl it will finally be decided." Mrs. Colby discussed the bill which will be before Congress on January 6, ' whereby women would be given the I power to vote for Senators and Repre-1 sentatives. The Secular League voted to i favor this bill. Several speakers, in discussion, dis-1 agreed with Mrs. Colby. An appeal tn President Wilson to use his "benign Influence" to prevent Amer ican bankers from making a loan to the present government in China has been sent to the White House and to the State Department by Gen. Hwang Hsing, a former leader of the Chinese revolution, now in Washington, Gen. Hwang's appeal recites at great length the alleged Iniquities of the gov ernment as headed by Yuan Shih-kal. and declares that it Is even better that China -hould become bankrupt than that Yuan Shih-kal should be loaned money with which to maintain himself In power. He alleges that Yuan is already a dicta -ter, and that nothing but the Influence of the United States government prevents him from proclaiming himself emperor. Bankers interested In previous loans to China would like to assist her In her present financial straits, but there is little likelihood at present of a loan being ar ranged.
