Mexican Situation Soon May
Reach the Critical Stage.
Outbreaks Feared.
Mexican affairs are expected to take a
critical turn about the time the Demo
- cratic national convention assembles at
St. Louis to renominate President Wil
son and indorse his policies.
Omcial reports from all parts of the
Mexican republic indicate a rapidly
spreading flame of anti-American feel
ing. The Carransa government, which
advices to the State Department indi
cate is nearer than ever to the brink of
n complete collapse, is either powerless
to suppress the demonstrations that are
taking place, or is making no effort to
suppress them. Five different factions
are at present operating independently
of the de facto government, all of which,
apparently are taking advantage of the
presence of American troops on Mexican
soil to undermine Carranza.
Although both the State and War De
partments were without any fresh ad
%ices yesterday it was feared that at
any moment news would be received of
an attack on American citizens some
where in Mexico. The State Department
has been advised that a Paclfic Coast
mail steamer is due today at Acapulco on
the west coast to take off the American
refugees there, and arrangements ha-c
been made for the vessel to perform a
similar service at Salina Cruz No re
port has been received concerning the
Americans still at Chihuahua.
I is now expected that Secretary Lan
ring a reply to the Carranza demand for
a withdrawal of the American forces wil
be despatched to Mexico City within the
next few days.

London, June 11.-The proposal.s made
by Mr. Lloyd George to the Irish party
meeting, which may he regarded as the
proposals of the government, Include
provision for an imperial conference.
which shall include representatives from
all the dominions, to meet immediately
after the war to consider the government
of the empire. including Ireland.
The official report of the meeting gives
Mr. Lloyd George's proposals as follows
First-The immediate operation of
home rule.
Second-The introduction immediately
of an amending bill as a war emergency
act.
Third-During the war the Irish mem
bers are to remain at Westminster ana
the six Ulster counties are left under
their imperial government.
Fourth-Immediately after the war
an imperial conference of representatives
from all the dominions. will consider
the government of the empire. including
Ireland.
Fifth-Immediately afterward- and dur
ing the war emergency interval the
permanent settlement of all the great
outstanding problems shall be proceeded
with.
The meeting protested against the
continuance of martial law in Ireland.
and demanded that prisoners undergoing
servitude in connection with the rising
