Treaty with England Gives
No Further Alarm,

defense some apprehension was felt
at Washington In view oC the con
tingency that a critical situation
might arise which would Involve
l Japan and the United States In serl

' serious trouble.
Suddenly It was observed that no
longer did apprehension exist at
Washington lest by the terms of this
treaty conditions might arias which
would give the United States ground
for serious consideration. Now It is
possible to report that this change of
view at Washington. Involving entire
satisfaction with the agreement be
tween Or eat Britain and Japan, waa
due to a brief statement cabled from
Peking by our consul general at that
place to the Washington authorities.
Whether the consul general waa asked
to Inform himself and In that way to
inform the State Department what
the terms of the treaty were la not
known and la a matter of little con
sequence. But the treaty was placod
before him. There waa one clause In
It which Instantly attracted his at
tention. It set forth the mutual
.agreement between England and Japan
that In no way should the open-door
policy In China be affected by any
action England or Japan might take,
and furthermore, that there should be
no territorial aggressions upon China.
All This Ceaalrr Wanted.
This clause In the treaty was re
ported to Washington by the consul
g'neial. It Involved substantially a'l
