MAY CHANGE HANDS 27,500 Shares of Commpn Stock to Be Sold to the Highest Bidder. The Noteholders' Protective Commit tee announced yesterday that 27.600 share* of the common stock of the Washington Railway and Electric Company will bo put on sale. The stock has practically controlled the company for years. ? The committee, of which Robert N. Harper is chairman, met in the National Metropolitan Bank Wednes day night to discuss the situation. The decision to sell the stock came after a lengthy debate. The stock, which is held as col lateral for notes of the Washington utilities Company, might be sold gladly for J60 a *?hare. it was indl- | cated. If the stock is not taken off the hands of the committee, it must be bought in by the latter. That the Capital Traction Com-1 pany would make a bid for the stock is generally considered improbable. W. F. Anthony No lan, as Justice Stafford yesterday de nied the motion of Edwin B. Hesse, chief and property clerk of the police department, who soupht to ugain ob tain the custody of the liquors. The liquors were originally taken by the police from Nolan on Febru ary 25 last, when he was charged I with violating the Reed amendment. | A deputy marshal visited Mr. Hesse's office and took the liquors away from him on a writ of replevin sued out by Nolan. Hesse then attempted to get the liquor back again, but Justice Staf ford refused his request. Attorney Henry E. Davis, counsel for Nolan, argued that Hesse could only hold such goods as constituted proceeds from crime or had been feloniously obtained. ADJOURN ELECTRIC LINES INVESTIGATION The Federal Commission on Elec tric Railways concluded yesterday the part of its investigation of the situation dealing with the presen tation of the cose of the electric railways and adjourned unt!l Au gust 4 when the mayors if cities and other public officials interested in street-car line conditions will be heard. Chairman Elmqui.st announced the commission had dccided to hear representatives of organized labor in behalf of the employes. The cause of the railways was laid before the commission through ! the American Electric Railway As sociation which brought nearly fifty operating officials. receivers of bankrupt roads, bankers, manu facturers of materials used by pub i lie utilities, economists and former members of public service commis sions as witnesses. They were vir tually unanimous In declaring the situation serious. Dr. Thomas Conway, jr., of the j University of Pennsylvania, said labor must come to understand that it should not feel **it is dealing | with an alien enemy." | Professor Jeremiah Jenks, rf New York t'niversity, told the commis sion that the "off-hand remedy" for the present situation is to raise fares. A tentative agreement to this effect was reached yesterday by Floor Leader Mondeil and the steering commfttee. to whom the question of deciding upon the date and length of the recess was referred by the Republican caucus Wednesday night. A resolution will be offered by Representative Mondeil early next week, and after passage by the House will be sent to the Senate for concurrence. Agreement of the Sen ate is required under the provi sion of the Constitution prohibiting either branch of Congress from re cesfing for more than three days without the consent of the other branch. In compliance with instructions from the caucus, the floor leader and steering committee have agreed upon several important matters whfrh will be taken up for consid eration before the recess. First among these matters to come up will be the report and resolution of the Select Committee investigating the War Department, condemning Secretary of War Baker for not mak ing the army's surplus food supplies available on the domestic market, and calling upon him to see that this is done without delay. It also is planned to bring in from the Rules Committee and pass a reso lution orderin? an investigation of the Mexican situation. ISAAC CANS PRAISES POLICE WORK IN RIOTS Following an investigation of the various precinct* during the race trouble, Isaac Gans, chairman of the committee on police and fire chiefs of the Chamber of Commerce, de clared that too high commendation cannot he given the Washington police department for the manner in which it handled the situation. "The men have responded willingly and loyally to the orders of their chief." said Mr. Gans, "and MaJ. Pullman is to be congratulated on surh a loyal and well-trained force."
