DECIDED LULL NOW ON
t
Duration De^pnds Upon
How Soon Price Reaction
Becomes Widespread.
Early July, with its vacation in^
terruptions and inventory-taKlng.
la not ordinarily a period foatured
A by general and conspicuous activity
in business, and there are special
fea-ons thlt year why operations
should be limited. Constant reiteration
of the Importance of the price
question Is required in any discussion
of the existing commercial situation.
and tho elements of financial
restrictions and transportation
drawbacks have lost-none of their
significance. Where price readjustment
has gone far chough to
rekindle buyers' Interest, as In certain
kinds of hides and leather, revival
of demand along conservative
llne:? has been witnessed, anJ
transactions that arc being held In
abeyance In some other quarters
might b* consummated if the necessary
concessions were forthcoming.
The fact that-sellers no linger
dominate about all markets Is
nade clear by each succeeding
week's dispatches, and the desire to
move goods is more pronounced In
channels where the changed attitude
of the cojjsuming public,
which doevtiot now purchase 80
extravagantly atf iV Ihr past, or
j with so littl* regard'40 -prices. Is
fully appreciated. Tne di-velopL
ment of such phases ?? these had
k not been unexpected, and the duraK
tion of the presont lull In busi
ness will depend, largely upon how
P soon the price reacttoh becomes
widespread arid to what extent'It
is carried." That'much work Is yet
to he done tto offset the war-time
restraint upon private enterprise,
is qot to be d?>tbte&:^.but nricc-s.

many cancellations and revisions
of orders have demonstrated.
Commodity Price Reaction Extended.
Observers of economic conditions
have, not failed to detect signs of
price reaction in reports from various
markets, and some further
evidence of the readjustment appeals
in current compilations of
indofe numbers As measured bv
Dunjt retord, which is based on the
estiMatea per capita consumption
of 4iany essential commodities, the
general level of wholesale prices
was about 0.7 per cent lower on
July" I than a month earlier, and
1.1 per cent under the high record
of May 1. this year. After an ex.
treme rise of nearly 120 per cent
above the 1914 basis, the recent decline
seems trivial, and prices are
still more than ? per cent higher,
on the average, than they were
when tho present year opened. Closer
I annl)'."i3 of th? flsfires. however,
disclases the fact that the sust#inJ$
ed fwmnes? of most foodstuff.- has
^Lalon?' pr-vented a larger r<-cession
Hin the index number, and that the
'yielding in the clothing class has
already m?dc considerable progress.^
With a reduction of food
costs, whic^i cannot be indefinltely
postpotred if present prospects for
abundant grain crops are realized,
the price situation will assume
more favorable aspects from the
consumer's viewpoint.

tor the future are governed largely
by financial limitations, but the
compelling reasons for the prevailing
policy of hesitation and waiting
is found la the changed attitude
of consumers. That it is no
longer possible to sell merchandise
to the general public at about any
price, each week's reports make
e'esimr. and Inducements to purchase
are now being made that had
not been previously heard of for a ,
very considerable period. With the
desire to move goods growing in j
many quarters, price recessions are |
of more frequent occurrence, and
the readjustment is not confined
wholly to this 'country, but Is of
widespread oxtent In foreign markets'.
That print cloth sales at
Kail River 'a*t week were
than a day's output Is significant
of the present quietness of business
in primary channels.
Hide nnd Leather Condition* Are
Improved.
The turn for the better In hide
and leather trade conditions, Indications
of which began last week
to make*their appearance, has been
extended, although conspicuous activity
is lacking. Improvement has
come only after a somewhat protracted
period of virtual stagnation
in business, *n<T demand might still
be absetat. or practically so. if seller*
had not reduced prices from
previous extreme levels. The price
readjustment In some kinds of hides
and skins ha? gone farther than
1* commonly imagined, and it ! I
not strange that line* which have
yielded abruptly, such a* calfskin*, ,
are now becoming firmer. Whether
t'ottom has been tcuched In all
caaes. remains to be determined;
but th? heavy accumulation of raw ,
material, as disclosed In thl
week'* official statistics, 1* a factor
that doe* not tend to atrengthen the
poaltlon of holdera. So tor as domestic
packer atock la concerned,
tranaactiona, where there are any,
continue to be made at prices In
buyers' favor.

BAILIFF MEETS EARL
The Earl of Onslow, new lord-lnwaitlng

In this connection he tells a good

"Having invited me to visit his

This pronouncement by an obscure
