The petition was filed by Mar
?k*ll A. Smith. Charles Prentiss
Andrews. Pierce Marston and W.
Crawford Smith, Jr.. trading as
Smith. Andrewa and Marston, and
by Marshall A. Smith, trading as
the other firm.
Offices on H Street.
The firms were organized Feb
ruary 35, 1930. as a banking and
brokerage business, with Baltimore
offices at the Hotel Emerson and
*t 1413 h street northwest, this
city, until October 13 last, when
the Interests of the Smith, An
drew? and Marston concern were
^ transferred to Marshall A. Smith
and Company. Since that time, it
was said, the company has become
heavily indebted and its assets
? were in jeopardy. In addition to
asking for a receiver the petition
asked that the partnership be dis
solved.
Counsel for both banking firms,
after *he appointment of the re
ceiver, stated that they became in
volved because of their inability to
realize promptly on non-liquid as
sets. It is not known at this time
whaf the assets and liabilities will
amount to and cannot be deter
mined until the receiver takes
charge and makes an examination
of the affairs of both firms.

and Barton.
Early yesterday morning reports
were current in the Baltimore
financial district' that the banklrtg
house was In trouble, and before
the stock market opened the of
fices of the firm In the J2m?rson
Hotel there were visited by *a num
ber of customers, who found the
telegraph operator in rfiarge. It
was afterward learned that mem
bers of the firm were in conference
with their attorney, which resulted
in the applhration for receivership.

Issues on the Washington Stock
i Excnange were decidedly dull dur
ing the opening session yesterday.

Call money ruled at 5 per cent
bid for 6 per cent funds.
At conclusion of the meeting the
chair announced the death of E. S.
Parker, former member, and steps
were taken to have a fitting floral
tribute sent to his home in Penn
sylvania.

The new issue of $2,200,000 Po
toma<- Electric Power Company 7
per cent general mortgage bonds,
maturing in 1941. Which were put
on the market at 11 o'clock xes"
terdav morning, sold very rapidly,
and wjthln a short ttme after the
opening of the bouks the total is
sue was subscribed. I>ocal banks
were heavy purchasers.
Thi3 security was put on the
market at 98V?, to yield about 7.15
per cent, and ws3 handled by a
syndicate headed by Harris Forbes
and Company. National City Bank

Tax Action a Factor.
The stock market would undoubtedly
hare made a better response to the
railroad strike news today If that
factor had not been counterbalanced
by the Senate committee's action In
reporting out the tax revision Mil
containing a maximum surtax rate of
BO cents. Although sentiment In the
Senate turned definitely toward this
high rate a long time ago. Wall Street
entertained some hope that a com
promise would be effected between SO
per cent and the M per cent rate
which was embodied In the House
bill. The worst aspect of the Senate
tax bill" Is Its disillusionment of Wall
Street on the score of Washington s
attitude on big economic problems.
The only other development oyer the
week-end that might haye become a
factor In the stock market today, was
the attempt of the former Emperor
Charles was making to regain the
Hungarian throne. Aa a guide to the
