Tt Is not unlikely. It transpires, that the President will address an appeal to the people to uphold the authority of the new agency designed to put an end to the derangement of transportation by strikes. The Railway Labor Board lacks authority under the transportation act to enforce its decisions, but Con gress entertained the hope that the force of public opinion would be suf ficient to deter a union from strik ing in defiance of a settlement pro claimed by the bo&rd after a full and fair Investigation of the merits of th? dispute. If the impending strike should prove a failure because of public condemnation, the result would go far toward establishing tne authority of tho board and prevent ing future strikes against its deci sions. " ? Senator Cummins discussed the sit uation with the President Saturday night. "I do not s-e that the situation to changed in any Important re spect.** said the Senator Sunday night, ^but I still think there will be no strike. If the men do go out. the government, of course, will deal vig orously with the situation in the interest of the whole people." That President Harding and the Interstate Commerce Commission are now In accord on the question of rate reductions is the significant con clusion drawn from the decision of the Commission In declaring rates on grain, grain products and hay between points in the Western and mountain-Pacific groups to be un reasonable. Grala Derision Cuts Revenue. The importance of the grain rate decision, which, it Is unofficially es timated. may reduce the revenues of the railroads $35,000,000 to $50, 000,000 annually, lies in the fact that the Commission therein sud scribes whole-heartedly to the Harding view on railway rates and operating costs. In his address to the Congress April 13. President Harding de clared: "No improvement will be perma nent until the railways are oper ated efficiently at a cost within that which the traffic can bear. ^f we can have It understood that Congress has no sanction for government ownership, that Con gress does not levy taxes upon tne people to cover deifclts in a service which should be self-sustaining, there will be an avowed foundation on which to rebuild. Wallls who Is employed at the Harry W. Kenner drug store. Ore gon and New Hampshire avenues northwest. was delivering the cream to the Eighteenth street address with change for a $20 bill. The man approached him In front of the house and grabbing the lad took the cream and money and fled down Eighteenth street. Wallls was not injured. The thief is believed to be the man who overheard the telephone call for the oream made by resi dents of the Eighteenth street home. Police were furnislted with a good description of the robber.
