Julius Klein Voices Plea
For Readjustment of
Commerce.
Sanctity of contracts. and
credit. the most vital factor of
such commercial trrcemente. con
stitute the foundation for readjust
ment of the entire structure of
International commerce In these
troubled tirries. Dr. Julius Klein,
director of the V. S. Bureau of For
eign and Domestic Commerce told
the American Manufacturers' Ex
port Association in New York last
ni*ht He add?M that anything that
tends to diminish confidence In the
suhstatlal soundness of a business
structure Is a direct blow at a last
Ins: trade, whether foreign or do
mestic.
The vital Importance of what
might be called "the inseparable t
Siamese twins of the business
nousehold. namely Contract and >
Credit. should be emphatically j
pointed .out to those who througn
lack of prudence open the way to
credit abuse as well as to the de
fiantly dishonorable tradesmen." he
added.
"Recent events have done a great
deal to open the eyes of foreign
credit aranters to the folly of indis
criminate credit favors and loosely
drawn export contracts.*' Dr. Klein
declared. He said that from indica- '
tion* received by the Department of
Commerce t would seem that as
the results of recent drastic expe
riences. credits are being: granted
?with greater discernment and.
where merited, with greater liberal
ity l>y the now more experienced
American exporters.
