N&l Mr. Editor: In onr first communication we mt tempted to show that Judge -Black asserted nothing but tie truth when he charged the Senator with maintaining that " the territorial governments had the right of confiscating private property, on the fcrttind that those governments were sovereign." When Judge Black used the term "sovereign" be aid hot intend to convey the idea that the Sena tor bad affirmed that there was no restriction or Hmitatttm to the acts of a territory. By no means', he only meant that the Scntator '' contended there was no limitation quo ad koc, and even this he now affirms. ; rtf then, as to this, there be no limitation, we re- rtfully ask, where is the safe-guard to the ezcr of a ruinous and arbitrary discretion on the part of a territorial legislature f dearly none, for the Senator denies that Congress has either the power to establish, exclude, or protect slave prop erty. ,l - ? - i '4 v ' 1 j True, be says that every distinct political commu ,Mty, before it exercises the power claimed, must be "loyal to the constitution and Union;" yet, as he denies, and expressly disclaims, any restraining extraneous influence, the insertion, to say the least of it, is unmeaning verbiage, unless one could be so lutcharitable as to suppose that he inserted these -words for the two-fold purpose of deceiving the un wary by the exhibition of "loyalty" himself, and far the further purpose of enabling him Xaull Intel !!tq the true ground, when driven from his position, ras he already has (most triumphantly) by Judge Black. Mr. EorroR : Among the various troubles of bah ful men, not the least is the misconstrnction of mo tives and feelings often attributed to them by the world. An illustration of this has lately net my eve in a well written article in the New York LtJfrr, by Anna Cora Ritchie; in which article the accom plished authoress endeavors to draw a broad distinc tion between baJflem and modtotw. The former is attributed to "ride, self-ronscioiisncss, over-sensitiveness, and the latter regarded as a charming virtue. But after all she has written. I fail to see any distinction, and believe still with Webster, the great Lexicographer, that bashfulness is excessive modesty. The two word da not define two ilUtinct charac teristics, but they simply express different degree of the same thing. Diffidence, modesty and bashfulness mar all be used to convey the same meaning ; and it is not the modestr. diffidence or bashfulne of the man that fixes his character, but the motive from which it results. I acknowledge that there are two kinds of diffi dence, and it requires but little experience of cliar acter to enable us to judge of their secret springs or causes. There are persons of great rfti, or fgUm rather, of overweening love of self, who are iejtriemt in aelf-pememion and such persons are always alarm ed when called on to addresN the puldic, and are often much embarrassed in private conversation. But in such cases none but the most superficial observers would mistake the true character of the persons concerned, for however timid and backward they may be in expressing themselves, they plainly indicate, in all their manners ami actions, their hi;:b opinion of themselves, while they manifest a rorrc ponding disposition to detract from the merits of others. There are other instances of bashfulness from a moderate estimate of self and a high regard for others ; and these causes of timidity are randy seen and understood by those who have the let knowl edge of character. The former kind of bashful per sons deal much in the personal pronoun are fond nf exhibiting themselves on all occasions hardly ever speak well of others, and seem to have no power to think of or admire any thing in the work! but themselves. They have no veneration they are telnsh and fickle and they cannot be relied on as lovers, friends or patriots, as they recognize no cause so sacred as their own personal display, comfort and promotion. On the other hand the bitter class of bashful men are self-sacrificing, magnanimous and generous. Their modesty is the result of a disposition to depre ciate themselves, and on this account they are ever inclined to do full justice to others, and tbinkinc much of the merits, the claims and the characters of others, they are sincere and constant in their affec tions, appreciate great causes, and are often ready to sacrifice their lives and fortunes for a principle, ith out the hope or desire for fame or admiration. Now both these classes are often Itmhml, bat while great actions and great occasions rail out the energies of the one cuss, who forget their timidity in their generous devotion to the interests of others, and to the public welfare, the other, in such trials of man hood, become more timid and uncertain from the fact that they are in great doubt as to what may lie their personal or selfish interests in such emergendra. These two classes of persons are as far apart as generosity and selfishness, love and hatred ; and with all possible respect for Anna Cora Kitrbie, it seems to me at least mere child's play to undertake to de fine their relative characters by two words which often mean the same thins, and which, in their most critical sense, only express different degrees of one diaracteristic. It is unjust to say that one is modest and one bashful for if it is to be understood that bashfulness defines the unworthy disosition iWt referred to, then it will often happen that the best men will be condemned by a mere name. The mat noble man or woman may, from the heelings already described, be so backward as to acquire the epithet of bahful and then, forsooth, when roar Miss Ritchie's bear that the person is so called. they clas sify him or her with tlie most despicable of our race, simply for the sake of their own pet nomenclature.
