A month or two ago almost every number of i he Governor's organ at Raleigh contained one or two "General Orders," with a line at bottom, " P tpers of the State please copy." From the manner of their publication it was doubt ful whether the authorities expected to pay for their insertion, and two Democratic papers made the inquiry, whether it was intended to pay for them as advertisements, or was it expected that the papers would advertise for the State gratuitously (a very pertinent inquiry, by the way, when many of the papers were going down for want of their usual patronage, and all of them were in straitened cir cumstances.) Well, after some little delay suffi cient to consult about the policy of an answer yea or nay to these Democratic papers the organ repli ed that the authorities expected to pay for those notices as advertisements. That was all right and satisfactory. But from that day to this, we believe, not one of those State notices or General Orders has had appended to it the words, "State papers please copy." But instead of that, there has appeared an order for three or four favorite papers to copy. In one instance the Greensborough Patriot was includ ed tn the order by mistake we suppose, for the Patriot is no fivorite with "the powers that be." We are afraid that there are some "small pota toes" in office at R ileigh. In connection with which sage remark we may observe, (since the matter was deemed of sufficient importance to be mentioned in the Convention,) that Col. Hill's admirable " Detail ed Report of the Battle of Bethel" was furnished to one paper in Raleigh even before it was communicat ed to the Convention, and a day before it was hand ed to the Convention printer, who had been ordered to print 25 copies for each member. This making a party use of the glories of Bethel removes any doubt that we might hate fold (but had not) about the size of those aforesaid potatoes. Whenever we find anything of public interest in these General Orders, our readers will hear of it. Fay. Ob. The Mixsie Ball. Make a Note or Tnis. The shape of this ball is what gives range to the so-called Minnie rifle. The ball is named after Capt Min nie, a French officer of distinction. Any rifle, no matter what is its bore, can be made a Minnie rifle, by simply cutting a ball of the elon gated shape, hollowed at the bottom, and having circular grooves about the lower end, and using that ball, because Capt Minnie has no especial rifle for his ball. An ordinary rifle can thus be made into a so-called Minnie rifle. The length of the ball should be about twice the bore of the rifle, and it should go into the bore very easily, so as not to drop out The ball having a hollow, the powder drives the lead against the grooves, so that it is not so important to have the ball fit very tight Any rifle having a bore from four-tenths to seven tenths of an inch will make a good Minnie rifle by first using this ball. If the bore is about six-tenths of an inch the ball mu-.t be a little less in length than twice the size of the bore, otherwise the ball will be too heavy. It should never weigh over twelve to the pound. The charge of these rifles should be about one tenth to one-eight the weight of the Sail, being small, as the ball is heavy. Nashville Union. Information was received at Manassas Junction yesterday morning that nine of the South Carolina troops, stationed near Fall's Church, were taken prisoners the previous day by the Federal troops. They were out on a reconnoitering expedition, with in a short distance of Alexandria, when they were suddenly surrounded by a largely superior force and compelled to surrender. Lynchburg Republican. Ox. Mr. A. J. Hardin, of Shelby, Clcaveland county, in this State, has invented a machine by which the hull of the cotton-seed is removed entire ly. The kernel of the cotton-seed alone makes one of the purest oils in the world. It is said to be good for table use when made pure. MISCELLANEOUS. THE SOUTH WILL NOW ENCOURAGE SOUTHERN TEACHERS.
