Jyl EVENING STAR. high .prices' aVd tse FOOlf*"" The present state of the prices for t necessities of life and the sudden pros pect of a dull season among the factories, promiw a gloomy winter frr the poor. Never before, at this season of the rear, have the prices of provisions, fuel" and rent l?een so hi eh as at thi# time, and the sudden falling oft' of the work in' many ot the large manufacturing estab lisbraents has already had the ell'ect to produce anxiety in Lhe windu of those who are entirely dependent upon their daijy labor for tlie support of tltcniielves and families. It i* ouly necessary to pass through the markets to gi;t an idea of the immense cost of living, even the ?most common articles being sold at twice their real worth. For this there must be a cause, and that cause is easily seen St. far aS the prices of meats are concerned they are lower now than for some tin*; past, but in ^erytlrng else there is e^a tortion added to imposition. Scarce an article can be procured from even second hand. There are a few men of means who have their agents constantly on thjp lookout for any kind of article sold in the market*, and before the wagon or vessel conveying it reaches the city, it is pur chased and re-sold to the smaller dealei* at an immense profit. To enable tl? latter class to make a living, ,lhey, in turn, are obliged to charge a profit which makes the cost to the consumer more by far than it should be. What is to be the result of tl;sr, in connection with the de cline in the price of labor, which must follow a want of work, remains to be seen, and we fear the approaching winter will present many a sorrowful spectacle, and much destitution and suffering must ensue. The high prices bear heavily upon the legitimate dealers, whose sales cannot reach half tlie amount they would uodor a more desirable condition ol things. A refuge for the laboring man cannot be found in the other cities, for precisely the same state of things exist in them as in this. A time of oppression Is approach ing, and great caution is used by those who deal in the extensive departments of trade, but for the poor then* sceir.c to be no remedy. There is a war, however, to ameliorate the approachmg difficulty, and now is the time to begin. There are few who cannot in one way or another retrench their expenses, and if that re trenchment is begun at onge, tho^e ne cessaries of life which sustain natul-e must come down in price. The purchase oi no more than is absolutely necessary will have the markets tilleu.'aud the ex orbitant prices which are now charged will find their proper level, or loss must accrue to the dealer. Of course, it is the ! right of every one to obtain the largest j price he can for any article he may have! for sale, but at the same time, it is the i duty of every one in the more limited i pecuniary condition of life to obtain the j article at the cheapen possible rate, es-1 pecially when the fur-ire promises but ! little labor and a consequently low rate. The poor being much the larger number, the burden must fall upon that class of our community. They must be fed and a shelter must be provided, and neitfuer can be obtained without labor is to lie had. The house owuer will demand his ? rent, and if the demand is not compliid j with distress will follow, and the house-1 hold must seek other quarters or be ex- j posed to the chilling blast of winter. It1 is always better to prepare lor emergen- j cies, and though our citizens may live as economically as other communities there , are many needless expenses, or at least j expenses which could be avoided without j great inconvenience, which might be cut! oif from almost every household. This 1 done when the winter has passed, the summer returned and the dearth of em ployment be known no more, there would bo quite as much happiness aud great anxiety would be avoided. ? < ^? ? New Artillery Practice.?Tmporf ant experiments with new artillery have just been made in England, in the preface of military and naval commanders. The practice commenced with a 08 pounder gun, ten feet long, and weighiug^D cwt.. on Lancaster's principle of the lore, being oval instead ol round, which gi\cs ihe largest guns all the advantages possessed by the best ntie when shot or shells of a jiarticular description are used. Excel lent practice, it is stated, can be made with rifles at considerable ranges, but until the experiments with Lancaster's oval guns or egg-shaped shells, correct aim could not be taken at the astonishing distance of 5,0?!0 yards, the range of the practice with 1 .anrasters invention. The long period which elapsed during the flight ot the destructive projectile, weigh ing upward of *8 lbs., owing to its elon gated form, caused, according to the ac count given, a leeling of suspense, but when it fell at a distance of 5 UOU yards, and no iustanct did the shell fall wide or short of the target, the spot where it fell and burst presented the appearance of the eruptioi\ of a volcano, the sand being raised to a great height i:i the air. Experiments were also carried On with Moorsom's shells at 3,000 yards, and the practice with them and with shot is des cribed as very good. Several other guns have been made of smaller Lares, on Lan caster's principle, for the purpose of car rying on experiments with them. There is a consolation in knowing that the reign of concord is to be secured, ifat all, by what would appear a jiaradox? theincreaseofdestructivemissiies. These, determining murder in the mass by the coldest rules of science, detract to the same ?degree from the merit of heroism, abate hero worship, ana thus establish a pro clivity to universal peace.?X.Y. Railroads in Great Britain.?From a report recently published of the rail roads in Great Britain, during the past year, we learn that the railroad mania is , again awakening in England, 940 miles (of new rauways luring beei> sanctioned during the year 1853. At the dose of that year, 7.G8G miles of railwav were opened in the United Kingdom : of which 5.^48 miles were m England : 995 in Scotland : and 843 in Ireland. In the ten years previous, no less than 5,65<j miles of railway had been constructed, an average of 565 miles a year. The total amount of capital invested in these railways is about $1,350,000,000. on which the gross receipts in 1853 were $55,000,000, rather more than six per cent. The total number of passengers conveyed in 1853 was 102.286,660, au increase ot upwards of 13,000,000 on the year before. Out of this number 305 were killed and 449 injured; a propor tion we believe considerably less than the mortality on our own railways. 'It is greater, however, than the mortality in Great Britain in 1852; and much greater than that on railways in France and on the Continent. Alt. Fired Mian.?While I am writing to you I foel impelled to relate an inci dent that occured in the court of an ad joining countv not long since. I must promise that the laws of this State pre scribe that in the trial of all indictments tor larceAy the jury are obliged, if they find the defendant guilty, to estimate the value of the property" stolen ; when, if the amount is five dollars or over, the penalty is imprisonment in the State penitentiary; if under five dollars, the cuipnt is only confined in the county jail. A fellow was under trial for steal ing a five dollar note of the State Bank <>f Indiana: and his counsel, finding an acqnittal hopeless, called several brokers to testify that the note was at a discount of one per cent, for specie, which testi mony the prosecuting attorney rebutted by calling several business men, who tes tified that they were in the habit of re ceivmg and paying such notes at five dollars. In summing up and giving the case to the jury, the prosecutor, a man of but little cultivation, but con siderable shrewdness, told the jury that this defendant was the meanest ran he ever saw. *? Whv, gentlemen of the jury.' said he 441 have practiced in the courts of this State for twelve years, and have prosecuted criminals guilty of all soils of crimes and meanness, hot I never found a rascal so "mean" that he would'nt be willing to steal Indiana tog!v*y at par!"' He sends homo an account of a dinner to a railway con gress, at which a locomotive appeared upon the table, to which was attached a train loaded with dishes of the choicest and must solid food. The succulent train advanced slowly, in imitation of the pas scugcr trains upon all German roads. After having made th<^ tour of the table without stopping, in order to give a view of the good things with which it was freighted, the trains again started, making a station ic front of each guest, and per mitting him to fill his plate according to his appetite and faucy. The trains fol lowed each other in constant succession for two or three hours, departing each time well loaaUd with comestibles, and alwavs peturnkf empty to the dejot.
