The Chattanooga Rebel, of May 27th, has the
following account of Mr. Vallamligham's ar
rival in ibe Confederate lines:
Mr. Vallandijrham lias just arrived. He was
brought to our lines by a flag of truce, but the
commatyier of the outposts refused to recog
nise It for any such purpose. The Federals,
becoming alarmed, retired, leaving Mr. Vallan
digliam, with his baggaje, u|h?u neutral
ground. When our olth-en- approached him he
propnsrd delivering himself as a prisouer of
war. This was declined, inasmuch as be was
not in the service of the United States. On
learning his name and situation, he was re
ceived a6 an exile banished from his State, and
as ruth tendered the hospitalities of ihec&uiitrv
as any foreigner setkiug refuge or banished for
opinion's sake. Ife was received by General
Mason, and escorted to headquarters without
any demonstration. There he was received by
Col. Stoddard Johnston, of General llragg's
staff, and by hiin conveyed in a carriage :o
Shelby ville, where comfortable qnarters were
provided lor him. There was no demonstra
tion, bnt everywhere he passed, tho*e who had
heard of hiB coming greeted him kiudly and
with silent token or sympathy and respect.
" Mr. Vallundigham looks cheerful and seems
to breathe easy on escaping from the Lincoln
despotism. He very properly desires to avoid
public demonstrations and only asks that he
may find a quiet refuge in our midst until such
time as the voice of his people, relieved from a
despotic Government, shall'call him again to
their midst. He seems fully to realize the em
barrassment of his position, and will, beyond
doubt, be equal to its responsibilities. Dignified
retirement and seclusion from all public mat
ters will, to the minds of all proper thinking
pirson?. and doubtless to his own, be the best
course tor him to pursue."
The same paper editorially says: ?? His (Val
landigham's) road, which leads up the steep
ascent of the future, is direct and gas-lighted
all the way. It leads first outof some Confed
erate |>ort to Nassau, thence to Canada, and
finally to the gubernatorial chair of Ohio. The
return of Napoleon from Klha was the signal
for a general reaction in France. Thousands
flocked to him on the instant. Nothing could
keep the little corporal?bars nor iron, nor
prison nor island. He stood oncn more on his
native heath. The superstitious popular heart
clung to him and he triumphed. Let Mr. Val
iandigham's return be as speedy: let an absence
ot a single month find hiiu issuing an address
to the people of hi.- State from Lower Canada,
proclaiming these things to them:
'"1, a loyal citizen of the Union, and ? sol
dier thereof and of freedom, banished agains
law and constitution, thrown contrary to my
wi 11 across the lines cf a public enemy, whose
refusal to receive and recoguhse me establishes
before all men ray patriotism and my honor; I,
C. L Vullandigham, persecuted, exiled, mobbed
and coerced by cowardly tyrants and by bayo
nets, but not. dean nor dumb, issue these words
and declare mvself a candidate for Governor of
Ohio.'"

says " his prospects for Governor of Ohio are
exceedingly fair. Heis the rebels' style of man,
ar.d we admire him because from the start he
has been against the war."

The Reported Capture of Fuebla by the
French.
New York, June 2.?The French transport
I,e Finisterre, irom Vera Crnz on the lt-th ar
rived here this afternoon. Her captain doubts
the capture of Fuebla,'as dates from Fuebla of
the !5th. received irom Vera Cruz, represented
that the Mexicans were then holding half oi
Pnebla, and so strongly fortified that it would
take a long time to capture them.
The Havana Dtario, of the '27th, received per
steamer Creole, states that it is in possession of
information, through an authorized channel,
confirming accounts of the occupation of Pne
bla by the French troops, and give details
which it calls official. On the lflth the French
troops, which h.td opened a parallel irfU metres
:rom tne front of :he principal fort, also opened
an artillery fire, which dismounted all the guns
of the fort. The besieged defended themselves I
with \alcr. Next parallels were advanced to
a short distance from the works, when the Mex- I
ican Gen. Mendoza appeared in Gen. Forey's
camp and ask'-d hi:n to permit the Mexican I
trcops to retire from Fuebla wi'Ji arms and a
part of their artillery. On this condition the !
place would surrender. Gen. Forey refused
prcmprly to accept tnis ofler, and at .? o'clock
the bearer oi a flag of truce presented a letter j
from Gen. f >:'ero stating that he would snrren- !
tier unconditionally with all his troops. There- !
i.pon the place was occupied by a portion of '
the French forces, and on the l!?th Gen. Forey

divisions, commenced their march upon the
City cf Mexico.

next thirty day* to the Board of enrollment in their
respective Districts. The Board shall examine
them and determine npon their fitness for the ?er
vice, and if fouad to be fit, the provost Marshal of
the Pistriet shall give them transportation tickets
to the general rendezvous, at the headquarters of
the Acting Assistan* Provost Marshal General of
the State. As soon as they present themselves at
this general rendezvous they shall be duly mus
tered by a musVriuir and disbursing officer, and
said by bim the bounty allowed by law.

Invalid Corps is hereby authorised.
This eorpa shall coasiet of companies, and if It
?ball hereafter be thought best, ot battalions.
The companies shall be made op from the follow- |
iBg sources, viz:
First. By taking those officers and enlisted men
of commands now in the field (whether actually
present or temporarily absent) who, from wounds
received in action or disease contracted in the
line of duty, are unfit for Held service, but are still
capable of effective garrison duty, or such other
light duty as may be required of an Invalid Corp*, j
Regimental Commanders shall at once make out,
from information received from their Medical and
Company Officers, and from their own knowledge,
rolls (according to the form furnished) of the
names of all the officers and enlisted men ander
their command* who fulfill the following condi
tions ,
1. That they are unfit for active field service on
account of wounds or disease contracted in the
line of duty ; this fact being certified by a Medieal ,
Officer ia the service, after personal examination.
2, That they are fit for garrison doty ; this fact
being likewise certified by the Medieal Officer, aa j
above, after personal examination.
8. That they are, in the opinion of their Com
manding Officers,meritorious and deserving.
These rolls shall be certified by the Examining
Burgeon and Regimental Commander, and trans
mitted, through the regular channels of military
correspondence, to the Provbst Marshal General of j
the United States.
The Beeimental Commander shall enter into the :
column of remarks opposite each officer's name on
the roll, a statement as to the general character of
the officer for intelligence, industry, sobriety, and j
attention to duty; and all intermediate Com
manders shall indorse thereon such facts as they :
may possess in the case, or if they have none, they i
shall state how far tbey are willing to indorse the j
opinion of the officer or officers making the recom
mendation. Similar rails shall be forwarded from
time to time, whenever the number of men fulfill- j
ing the conditions enumerated or the exigencies of
therservice may render it expedient.
Strcnd. By taking those officers and enlisted men I
still in servi?? and borne on the rolls, but who are j
absent from duty, in hospitals or convalescent
camp or are otherwise under the control of Medical i
Officers. In these cases the Medical Officer in at- ,
tendance shall prepare the rolls according to ;
form entering the names of officers and men from !
the Bame regiment on a roll by themselves, and
send them, with the certificate of the Surgeon, j
duly signed, to the proper Regimental Commander, !
who will forward tbem, as heretofore specified, sub !
jeet to the same conditions and requirement*. If,
in any case, the Regimental Commander shall think
an officer unflt.in point of character, to continue in
the service of tho Inva.id Corps, though disabled
and certified by the Surgeon, he will state his ob
jection in the column of remarks, and note the ex
ception before signing tie certificate. If auy
officer or enlisted man now in the service, but
absent and beyond the reach of a Medical Officer
in charge of a hospital or couvalescent camp,
desires to enter this corps, he will take the course
indicated below for those who have been honorably
discharged the service.
Jkird. By accepting those officers and erlisted
men who have been honorably discharged on ac
count of wounds or disease c out racted in the line
of duty, and who desire to re-enter the service.
In the case of an officer, application for appoint
ment must be maie to the Provost Marshal
General of the TJn|ted States through the officer
detailed as Acting Assistant Provost Marshal Gen
eral of the State. No application of this hind will
be considered unless the following conditions are
completely fulfilled:
1. That the applicant produce the certificate of
the Surgeon of the Board of Enrollment for the
District in which he resides that he is unfit for
active field duty on account of wound* or disease,
and is not liable to draft, but is tit for garrison
duty.
2. That he furnish evidence of honorable dis.
charge on acoount of wounds or di.-ability con
tracted in the line of duty.
3. That he produce reconynendations from the
Regimental, Brigade, and Division Commanders
under whom he formerly served, that he is worthy
of being thus provided for and capable of returning
adequate service to the Government. In case it
shall be impracticable to get this last evidence, he
may, having eetablishd the first two points above,
satisfy the Board of Enrollment that he is deser
ving, and present its certificate of the fact. This
evidence must all be obtained by the applicant, and
must be transmitted with bis application for ap
pointment.
If there be no Acting Assistant Provost Marshal
General for the State, the application may be for
warded through the Adlutant General of the State,
who is desired to endorse thereou such facts in the
military history of the applicant as he may know,
or as are afforded by his records, and forward the
same to the Provost Marshal General of the United
States. Enlisted men, honorably discharged on
account of disability, desiring; to re-enlist in this
cerps, will present themselves to the Board of En
rollment for the District in which they reside, for
examination of the Surgeon thereof, who shall
examine them and report the result to the Board
of Enrollment.
The Board shall then consider each case, and if
the applicant is found to fulfill the conditions spe
cified below, the Board shall give bim a certifi
cate to that effect, viz :
1. That he is unfit for service in the field.
2. That he is fit for garrison duty.
3. That he is meritorious and deserving.
4. That he was honorably discharged from the
service.
The Provost Marshal for the District shall then
fend the application, with this certificate of the
Board, to the Acting Assistant Provost Marshal
General of the State, who shall procure such evi
dence of service and character as the records'of
the company to which he belonged, on file at the
headquarters of the State, may show, and if satis
fied that it is a meritorious >'ase, and th&t the man
isdeserving.be * ill enlist him in accordance with
such special rules as the Provost Marshal General
may establish.
Medical Inspectors, Surgeons in charge of hospi
tal.", Military Commanders, and all others having
authority to discharge, under existing laws and
regulations, are forbidden to grant discharges to
any men under their control who may be fit for
service in the Invalid Corps.
The Prevost Marshal General is charged with
the execution of this order, and the troops orga
nized under it will he nnder the control of bis Bu
reau.
