See. 14. And be tt further enacted. That no con
tractor order, cr any interest therein, shall be
transferred by the party or parties to whom such ,
contract or order m ay be given to any other party
or parties, and that any such transfer shall cause
the annulment of the contract or nrder trans
lerred so far as the United States are concerned: j

any contractor for subsistence, clothing, arms, am- .

fraud or willful neglect of duty, he shall be
putisfeed by line, imprisonment, or such other ;

the offer of any person who, as principal or surety, j
has been a defaulter in any previous contract with
the Navy Department; nor shall parties who have
failed as* principals or sureties in any former con
tract be received as sureties on other contracts;
nor shall the copartners of any firm be received a?
sureties for such firm or for ea<;h other; nor, in
contract* with the same bureau, shall one con
tractor be received as surety for another; and j
every contract shall require the delivery of a
specified quantity, and no bids having nominal or j
lictitiouf prices shall be considered. That if more ,

person, all such bids may be rejected; and no per- j
son shall be received as a contractor who is not a

the price stated in the column of prices will b" the

carried out according to tne prices stated.

all and every charge or expense to the Govern
ment for delivery, and subject to the inspec ioa,
