H. Stephens aad KMT. Hunter, commissioners from the Southern Confederacy, to pasa through the ?iues for tbe parp?se of proceeding to Wash ington, supposed to be for the purpose of pro posing terms of peace to or conference with tke Government at Washington. Owing to some misunderstanding they did not come through tbe lines, but it is expected the matter will be arranged and tbat they will arrive to-day and at once be conveyed to Wash ington on a special boat. This is the only event of intereat which has occurred for a week. The Toopa are being inapected, and drilling by ? juads. companies and regiments, occupy ing most of the time of officers. W. D. The joint resolution adopted by the House of Representatives yesterday, declaring that "neither slavery nor involuntary servitude, except as a punishment for crimes whcfeof the party shall hate been duly convicted, shall exist within the United .States," passed the Senate laat session, and only requires the assent of three-fourths of the States to give the amendment ? alidi ty. The whole number ef States ia thirty-eight, twenty.nine o? which are required to ratify it. The debate has been prolonged to great tsngtb, few neglecting the opportunity to dia cuse the great final issue, the anticipation of which so long agitated the public mind and disturbed the halls of Congress. No subject since tbe outbreak of the rebellion has proved of so much interest to the people at large than this, and its discussion daring the past two wees? attracted to the Capitol crowds equaled only bv tbe throngs that filled its corridors and galleries during the stormy sessione of '61 and m The vote on the amendment cannot be re garded as a strictly party one. Had it been | euch, there can be no question that the meas ure woula have failed. Maay of tke Demo crats who had opposed the amendment throughout finally abandoned their position, voting in the affirmative, much to the surprise of all on the floor, and giving a larger majority than the most sanguine had anticinated. In the alley between Ninth and Tenth streets, and north of M street, has been very caref ally investigated by tbe Third Ward police. Several persons have been arrested, and closely examined by Justice Tnompeon. All of them were arrested upon suspicion excited by circumstances which seemed to connect them with the act. Yester day afternoon Justice Thompson examined the two colored men suspected, Jas. Hayes and Moses Black. Hayes is the proprietor of the house in which the robbery occurred, and was suspected of bringing it about. Black was suspected of having someol Bennett's money after the affair.
