At the tr.nn -ipal faction last year, It will be
reir.em U red, a larj;e number of citizens were
debarred from voting, in consequence of the
defective arrange men ta by which an itnuf
?i iert nomb? r of polling places were provided
in be different Ward?. At manv of the Dre
cincts Ion* lines of voter* were waiting pa*
tienily iheir turn when the polls closed at 7
o'clock. tlreat indignation wan naturally felt
by thoff deprived of the right of suffrage, and
the police with difficulty prevented serious dis
turbances. Th?* grievance was. however, taken
in better temper by those disfranchised than
ni*ht hav?' bet-n anticipated, they appr ciat
ing the fact Uwit the difficulty resulted from in
rience, it bnujr the first time that an eiec
t.on had tak- n place nnder the enlarged fran
chise. It was simply an evil to be remedied at
the earliest moment. Nobody doubted that it
would be.
This year, oa the commencement of the regis
t rat ion. the Judges ot Election called the at
tention of the City Councils to the necessity of
making provision for more polling places, and
recommended that the votes be taken in e;ieh
ward alptiabetically. The Board of Alder
men. seeing the necessity for prompt action,
pa.-sed a bill the same nurht the communica*
tion was received, providing for from six to
eight polling places in each ward: fonr being
tne number in each ward last rear. This bill
met the unanimous approval oi the Judges of
Llectioa, and they sent the following commn
neat ion to the lower boanl, urging its imme
diate passage by tbat body :

We trust that every city paper without re
gard to politics will unite with us in denounc*
ing This di-gTaceful project. It is not. we ar*
plnd to say. endorsed by any respectable party
met. Leading Republicans warmly denounce
it, and the Judges of Klection. four-filths of

mend to the Bo;>rd of Common Council the im
mediate passage of the bill increasing the num
ber of precincts. Now l?*t that Board and its
C? mmi'tee clear their skirts of the responsibil

lor failure to do so, and the light they will

was legally disqualified, or had commit'ed

of the Senate, and in face of the people's tribu

justice to the memory of your Secretary of Wa-.
Mr. Bingham said the Senate bad relaxed its
rnl?-- so as fo give the President the benefit ot a
doubt; it bad, contrary to all the rules of evi.

Alluding to the conspiracy article, Mr. Hinjc
ham maintained that it had beenamply proved,
and bevond all tear of contradiction; and An.
drew Johnson and Ltoreozo Thomas were liable
to b*> indicted, after these proceedings were ter.
initiated, under the common law, but it would
le no ns?? to do so while Andrew Johnson re
maint-d in office, with the power to issue re
prieves and pardons in all cases except that of
impeachment, but after the Senate ha* pro
nounced the righteous verdict of guilty, tl^en v
they can be indicted. The declarations of?
Thomas, the co-conspirator, will be amply suf
ficient to convict them both.
The evidence of General Thomas was here
read Ihese two conspirators were not only
combining together about violating your
tenure-of-office act. but also the act making
appropriations for the support of your army,
and one conspirator writes out an order but the
other conspirator sees the handwriting on the
wall, and whispers to him to wuit nntilthe im
peachment proceedings are over, and then he
will renew his attempt to sit judicially upon
your law: he will probably determine that
vour law assigning the headquarters of the
general ol thearmv in this ritv i< nnr mstitn
tional. and he will order General Grant to
California, or Maine, or wherever it suits
him.
At 4 p to. Mr. B ingham ?aid he conld con
clude in an hour and a Half if he had his
strength, bnt felt somewhat wearied. The
court then adjourned, and the Senate immedi
ately thereupon adjourned.

debate on the resolution, it w,v adopted with
out a division.
Mr. Cary (Ohio) then rose to a question of
privilege, "and offered a resolution, which re
cited the fact that the tenth article ol impeach
ment charges Andrew Johnson, President of
ttelMlad States, of high crimes and misde
meanors in office, for having made certain
speeches said to be scandalous and indeceut,
and resolving that iu view of the exhibitions
on the Moor of thit House on Friday. Saturday
and Monday last, that the Managers of the
House be directed to withdraw the specified
article. ,
Pending a vote on this resolution, the House
