The preparations going on *11 over the city
for the Emery ratification meeting to-night In
dicate that it will be the large* and mo?t effec
tual political demonstration ever made in
Washington.
There will he a number of Untingniahed speak
era present to ad dm* the meeting, including
several prominent member* of Congress.
Among those who will speak are Senator Patter
son, of New Hampshire; Senator Nye, of
Nevada; General Farnswerth, of Illinois;
Doan Piatt, of Ohio; Fred. A. Bos well, and
others of this city.
The landing merchants and business men of
the city have determined to throw their influ- i
ence on the side of mantel pal reform and will j
meet at the Board ?T Trade rooms at T % o'elock
to proceed in a body to tho meeting at the City
Hall.
We doubt not that every good cltisen will take
pains to be present at the meeting to-night to
throw the weight of his influence on the right
side.
The article in another column signed
"Citisen," u well calculated to arrest the at- i
tewtton of all who hare interests at stake in
Washington. *lt is frcm a thoroughly well
infsrmed source, and shows that Sayles J.
Bow en to perpetuate his power has entered
upon a series of electioneering operations that
for profligacy and desperate fraud exceed any
thing >et brought to light in the history of any
city in the country.
There is one point In this article thht
commend.* Itself to the consideration of
our colored citizens, and that is that the
brtngtng here by the Bowen Ring of thousands
of colored men from outside the city to give .
illegal votes for Bowen, is not only a debating
and demoralizing one to their brethren, but is a
positive wrong to themselves by taking the bread
from their own meutlis. The money ajuarulerod
by Bowen in buying these illegal votes from
Maryland, Virginia, and the District outside the
eity. would sewe to afford steady employment for j
most of the needy colored men of the city all the
year. Thus, the colored citizens of Washington
are equally interested with the white basinet
men and tax-payers In putting an end to this
corrupt demoralizing system Introduced by
Bowen of importing thousand* of illegal voters
every year Just before election time, thereby
taking from the legitimate colored voters of
Washington the mean* of honorable permanent
employment. If Mr. Emery is elected, and oar
business men are relieved from the depressing
influences ef the Bowen rule, building opera
tions will be entered upon, manufacturing enter
prises set on toot, &c. Ac., in a way that will
serve to give honorable and steady employment
to a large number of colored men, who under
Bowen s administration can have no hope of
rising to anything better than gutter-cleaning.
Every class in the community will share in the
bent fits from getting rid of the corrupt, expen
sive Bowen rule, and none more so than tho
colored citisens who aspire to something better
than Bowen * insulting jobs of gutter cleaning
dealt out once a year for electioneering pur
poses.
If any more proof was needed of Mayor
Bowen's reckless mismanagement of the Corpo
ration finances than is afforded by the depleted
condition of the city treasury, the dishonored
rtipi-ks on the designated detxjsttorr of Coroo- .
ration funds, the low rates at which those checks
and the Corporation bonds and other evidences I
of indebtcdnes of the city are selling, an I the ,
suits being brought from dav to day against the
Corporation, it was furnished by Mr. M oore in
his speech in the Board of Aldermen last night.
He not only gave evidence of the Mayor's inca
pacity as a financier, but thoroughly exposed
t is mis-statements in reference to the matter, as
will be seen by our abstract of his remarks I
in the Aldermen's proceedings elsewhere.
Thus the Mayor has recently claimed that the
taxes yet to be collected on the general assess
ment of the year 1W amounted to ?000,000, and
that when this t>um was collected, with the
amounts to be received from other sources, he
would be able not only to pay np all the indebt
edness, but would have a considerable surplus.
This considerable surplus his book-keeper esti
mated at from ?3N?,000 to ?J00,i<00. Mr. Moore
gave figures to show a present indebte-lness of
over ?750,000 to be provided for, while the
amount of taxes yet to be collected amount not
to Moo.000, as the Mayor soys, but only to about
9JOO.OOO. That Mr. Moore is correct in this is
proved by the official report submitted to the
BoardoT Common Council last night.showing the
amount of uncollected taxes to be I?**,013.3#?a
lorg ways off f.W,000. The receipts from other
sources will hardly exceed tlOO.MO; so that Mr.
Bowen has the difficult problem to solve of pay
ing FT50.00(* with f300,00A, and leaving "a con
siderable surplus."

from Gen. Sherman to Gen. Hancock, in these
words:

But what General Sherman really did say, as
appears from the correspondence published in
Thi Stab of yesterday, was this:
" The President authorises me to say to yon
that it belongs to his office to select the csm
maading generals of divisions and departments,
and thai the relations fom chest to mmmt toward
htm rmcialTy and priratrly absolvs HIV rtuM
naBAaoiau rot's r*sauna*. raaraaiscBa."
Here is a wide difference, certainly. An 1 the
r/iestioa arises, by whom was the fraudalent
version prepared?. Was it concocted in the
office of Tkt World, or was the editor of that
paper imposed upon by some person outside ?
If so, by whom ? That Journal owe* it to it
self, not less than to ths President, and the
public, to explain its connection with the for- .
gery.
The citations ws gavs the other day from I
Bowen's record, showing his hostility to am- |
vernal manhood suffrage, an4 his disposition to :
confine the ballot to a few privileged classes of
the colored race has had the effect to destroy
bis last chance of deceiving the colored citisens ;
by claiming to be their special champion. Ths '
fact is that he and the whole rebel ring by
which he is surrouaded havi m thorough ooa
tempt for the great mass of the colored people,
treating them as so much merchantable voting
material, to he bought by a little gutter-work;
while the favors and distinguished considera
tions ?f Bo wen and ring are gi rsn to such aris
tocrats of the raee as George Downing, who
wouldn't have his daughter married at a colored
charcb, and Sella Martin, who seems to have a
pretty fat thing oTit in the way of contract job
bing. Corporation Attorney Cook la the sneer
ing remark he let fall at the First Ward meet
ing, about the common rsn of niggers, " gave
the cue to the estimate in which the ms< of
the colored men are held by Bowen's copper
