EVENING STAR. mOKBT n. VOTES Edlt?r. Largest Circulation in the District Beading Matter on Every Page. WASHINGTON CITY: WFPXF.KPAT B?pt?iwfc?r 20, 1W71. The practicality of the efforts for the reform of fallen wobvh, commenced by the Woman's Club in this city, has been doubted by many veil meaning people. They think moral suasion will do but little toward* remedying an evil which, in their opinion, require* the stringent execution of strong repressive laws In its treat ment. It is natural that these difference? of opinion should exift, but our reformers hare this to encourage them in their efforts: that, while the law has punished thousand* of Magda lene*. and never yet reclaimed one, numberless cases are recor?led, since that in the New Testa ment, where christian love and sympathy have brought the fallen ones to a realising sense of their degradation, and rescued them fromshamc lees lives, and a miserable death. Let the W? man's Club be encouiaged by the success of ? like txneficcnt work in London, known as the " Midnight Mission," the history of which is briefly this: In the autumn of ls?JI a benevolent gentleman, who described himself as " A Well Wisher," forwarded to the London Female Pre ventive and Rcfoimative Institution a check for ?100, in order that the experiment might be tried of keeping a small asylum open all night for the immediate reception of any friendleaa young woman of good character, or penitent, from the ranks of the fallen. The institution accepted the task, and a small house which was at one time a den of Infamy was secured. It was soon furnished in the plainest possible manner, and rules adopted to guard against imposture on the one hand, but at the same time to render It available for the classes above. A widow was engaged as matron. Special means were employed to make the exist ence of the refuge known, and the result was that daring the first year about 700 were admit ted, the second year over t?00, and during lefTO 830 were sheltered. The matron computes that at least one-half of these sought and found refuge in the more permanent asylums, or were restored to their friends. So much good has been accom plished by that first gift of ?100. Let the Woman's Club tako heart. They hare already more than that to commence with. The Citizen*' Non-Improvement Anti-Loan Association has been reduced by various afflic tions to the number of six, as seen by their meet ing last night. This raises the grave question whether these six individuals form a competent legal quorum of the citizens and property holders of the District of Columbia, supposed t3 I have a population of about 140,000. To be sure there is a precedent in the case of the three tailors of Tooley street, who headed their ad dress to the world "We, the people of Eng and;*' yet the doubt will rise whether Messrs. A. Watson, Marcellus West, P. D. Gaines. J. G- Stephenson, Benjamin Sever Son, and J? rry Hobinson arc a legal quorum of j District citizens and projwrt v-holders, qualified t9speak for them, and issue addresses in their I name. We should like to have the opinion on this point of lawyer Durant (of Louisiana) and the rest of the legal gentlemen who are so solici tous lest the new District governra-nt should go astray for want of good legal advice. For fifteen years daily, at Stamford, Connect icut, a man has sat on a fence anl watched every railroad train as It passed?f Exchange. He is Crobably trying to make up hi> mind if it would e safe to ride in the car*. Old fellow, you stick to that fence.?S. F. Itinst Letter. This old chap's twin brother lives in Washing, ton. lie is an "injunctionist." He sits on the fence and croaks about "extravagance," "taxa tion," ?'ruin to the propa'ty holders," &c., as he sees the wheels of District improvement start in motion nnder the new government. Every stroke of the pickaxe, the shovel, the trowel, and all the other busy Implements of Industry put in r?e under the new order of things here brings out a frt >h groan from this old codger, as if it was a blow aimed at his own vitals. Catch him jumping!) pon the Car of Progress! Not he. He means to stick to that fence. ? ? Ministers of fashionable churches and Treasury clerk* are the only two classes who are fortunate enough to be able to make the trip to Europe without paying for it; but the chrks have the advantage over the ministers in this; that they are not compelled to undergo an attack of bronchitis to win the privilege. Four more Treasury men have departed within the last few days, and it begins to look as if all were to have a chance, able bodied as well as Invalids In referring to the late defalcation in the pay department of the aimy, the New York Stir says: "The illegal appropriations of Major Hodge were known to H-me officials at le*?t a year before they were publicly proclaimed, wli.-n concealment became no longer possible." Why doesn't the Stir name nam^s, if it knows whereof it speaks, and thus fix the responsibility exactly where it should rest? The cholera, it will be seen by onr dispatches, has reached this country through German emi grants landing at Perth Amboy, New Jersey. Are our neighbors in Baltimore preparing them selves for the almost inevitable visitation of cholera through the German emigrant ships coming direct to that port ? At the meeting of the Citizens' Association (Watson. Stephenson, Severson, and Robinson,) last night, It was announced that they wouldstart a paper next week, and then the truth would l?e told about the awful condition of affairs here. This is an unfeeling reflection on the ratriot. Doesn't that paper tell the truth in their behalf? General C. C. Washburne and Hon. J. R. Doolittle. the opposing candidates for Governor ot Wisconsin, will begin their joint canvass of the State at Oshkoeh, on Tuesday, October 3. They will speak together nine times, and close at Milwaukee on Tuesday, October 31. The Illinois republican convention to nomi nate a candidate for Congress from the State at large meets at Springfield to-day. The Maryland republican central committee, will meet in Baltimore on Wednesday next, the 27th instant, to organize for the campaign. Estimates based upon the census of 1870 fix the number of colored voters in the United States at 879,110. KT'Hon.
