Sir Wil.iam Armstrong has nia<le a proposition to the men on strike in Newcastle, England, to resume work for the present at the rate of fifty seven hours per week, if the masters will agree to reduce the hours to fifty-four per week at the liexii ning of next year. This seems to be lair, and will eventually give the workmen all they have been contending for. The masters have held oat against fixing the standard of time for labor at fifty-four hours per week while un finished contracts were on hand. The proposed arrangement willenabie them to finish their con tra. t> this year, and start the new year with the new nine hour rule.
