THE WASHINGTON IND CHESAPEAKE RAILROAD. A Mew and Inportaat Enterprise. Prop?"r<l (oiniftilon of the Cmpital ?itli CbCHap?*ake liny by a Kbort Line ?f KAilwaj. Washington, October 9.1SC1. Cihtor Star: I have .iust if turned front Calvert county, M?!., where I have been engaged tor the past two weeks in examining the rout*' tor a rail ro:ni to be made from Washington to the Chesa |*ake Bay. at a point a short distance above the mouth ot Choptank river, where the road would, when finished, connect with the road leading frc m Washington to the lower part of the eastern shore of Virginia, thence across the bay to Hampton Roads. Norfolk. Ac. I left New York oil tlu lf'th of September, since which time I have leen busily engaged in the examina tion. 1 find that the best route would be to commence on Pennsylvania avenue at a point where formerly stood the burnt bridge; thence to pass across the county of Prince George'*, near the Woodyard near St. Roue's Church, and to ?row the Patuxent river at or near the Til lage of Nottinghnm. on the Patuxent river, to a point on the Chesapeake bay below Fishing creek, there to erect a breakwater. The dis tance from Washington to the bay, as near as 1 can ascertain, is 21 miles. The country through which the road would pass is level or slightlv undulating, and easy to work. Had this roa<l be< n l>ullt by the government during the late war. it woulll have been a saving of hundre<ls of millions of dollars. When made, it will short en the time of travel from Baltimore five hour*, from Washington, four or five hours. It will, by its different connections, be a road of great travel both north and south: a coal depot on the bay might he established which ct uld be approached at all seasons of the year, Chesapeake bay being one of the best harbors in the world. The road would pass through some of the best lands in Maryland, inferior to none lor producing fruit* and vegetables. Washing ton could In a few hours Be supplied not oniv with the fruits and vegetables, but with fish alive from the Patuxent and Chesapeake, and with the fruits of the West Indies. My em ployes, a company to be formed principally from business men of New York ami Boston, intend to ask of Congress a grant of 2,flOt4IO acres of land to assist in making the road, the government to be allowed to pass her mails, Ac., during wars, her troops and munitions of war free of charge. I tliiiiK that when the Washington and Chesa peake road Is completed, a communication with the Point of Rocks road would lead to the for mation of a coal depot at the L.iv that would bo of ip<ralculable utflity, not only to go^rnmenI, but (o the commercial worlJ- ^ depot 0n the bay btir.g ma?*e a port of entry. Washington could receive her goods In fifty (30) minutes from the custom-house. A person leaving Wash ington could. In twelve hours. l?e on Smith's Island, off Cape Charles, where there Is per petual summer, and where fish of all kinds and wild fowls abound. In eight (8) hours after leaving Washington they could be in Norfolk. In fact, it is a route that has as yet been ne glected, but one that must be made. Thomas Y. Greenfield. TELEGRAMS TO THE STAB. There was a lively discussion as to whether Brother Robinson should open the meeting with prayer, or not. llr. Mathews Brown said it was not a prayer meeting, but a business meeting. Mr. Brazil said some of them were like old Moses when he saw the burning bush. They wanted prayer at these met tings, for THE DEVIL WAS BIBK, not only with the sinner man, but the Christian man. Mr. Wa. Beron hoped they won Id proceed in the right spirit; that prayer would be offered, and they would not act afterwards as if the devil had posk-ssion of them all. The president here called on Bro. Robinson to pray, and as the most of those present pros trated themselves Brown remained upright, not withstanding the cries of " Down on rom k*rk?, brow*," and in a short prayer the l?rd was beaeeched to break up the jars and confusion and spread His spirit from heart to heart. Mr. V T. Davis offered resolutions: That the law ot the corporation constituting SIGHT HOCKS A LKttAL DAY'S WORK, and two dollars a legal day's pay for laborers, and three dollars for horses and carts, and the adoption of the same measure by a law of Con gress, approved June 25. 1&68, have become so universally admitted to be most reasonable and just, both to the employer and the employed, that to reduce the amount of wages to one dol lar and a half, and to increase the amount of labor to ten hours per day, cannot but prove detrimental to the industrial and social interests of the people, and an injury to the political in terests of the republican party; and ple<lgiog themselves to register and poll the full republi can vote of the District IS ?AVOB OF TBI ?4.000,000 loav; in favor of an enlargement of the people's rights under the new government, and in favor oi the present federal standard of labor and compensation on all District improvements. Mr. Mansfield moved to amend by inserting a Suallfication for supporting the loan, "in con deration of an entire non-interference of the Board of Public Works or the District govern ment in the selection of our representative men." Several other motions followed in quick suc cession, and a wild discussion ensued, during which ft at. Brown charged that the chair had been acting unfairly. Brother John Bryan urged thaUt they did'nt stop cavilling that' DEATH OB OLD AGE wtuld catch them before they got through, and at 9:05 the books were opened and 13 name were entered. Another wild discussion followed, as to the mode of electing, and F. D. Gaines getting the floor, was made the subject of a point of order that he was not a member. Jenkins attempted to speak, when the President said ??I** '8TOKISH AT TOP." Jenkins.?"Why don't you 'stnnish at them who makes the muss. The Chair?"Shut your mouth." [Voices "Order." "Set down."] Mr. Brazil charged that Herbert had given work to men who were not members, and wax ing warm as he threw about in the air an empty coat-sleeve, he yelled out to some one, "You pledge yourself to help your brother, and go back on him, TOU RED-HOT St OtT JTDREL !" Mr. Davis here, amid much confusion, charged that firebrands had been cast, and he deprecated such action. Mr. Brown thinking that the insinuation was towards him, arose, and attempted to *|?eak. when be was told to keep quiet, and yelled out *'Pl'TMKOVT ! rtTEEon!" The sergeant-Ht-arms (Perry) attempted to quiet Brown, but the latter let out his right and left hunches of fives, and amid yells and scream acme went over the back benches, while Mr. M. Quiet was, however, partially restored, and Mr. Weems, as a candidate for membership, asked to withdraw. Perry tendered his resignation as sergeant-at-arms. and after some debate it was accepted. Mr. McReynoldssaid the applicants would withdraw. Prof. A. M.
