Tbe House ef Delegates made a mistake yes
terday in passing the bill giving the contractor*
lor tLe erection of the Jefierson School Build
ing *10,000 extra comj>en?ation. It Is a too com
mon practice for contractors for school build*
Inge to underbid tbeir competitors, and take the
work at a low figure, with the design of getting
relief bills passed for their benefit after the
work is done. This is unfair to tbe bona JiJe
bidders, who are willing to do the work at a fair
living price, and ask no extra compensation
In this case the precedent established by the
Bouse of Delegates Is a bad one, for we bear
that the contractor* for three or four other
school buildings are preparing to put in demands
for extra compensation on the same grounis.
Impliedly this sum or 110,000 is to cover extra
work, but we are told by the proper supervising
authority on the part of the School Board that
the amount for extra work is definitely specified,
and fully covered by the amount of ?300. The
contractors, we are informed, have done a good
Jvb of work, in accordance with their contract,
but have no claim lor over pay, (beyond the
*500 named,) as they are experienced builders,
and fully knew what they were about in seek
ing the contract on the terms or their bid.

A writer in the Springfield Republican urges
i>I>on the democracy the nomination of Charles
.Sumner at Baltimore ror President and William
Gioesbeck for Vice President. Bis reasoning is
rather-plausible. The democracy, be says, is
now unsanguine and inert In view or being
called upon to support candidates, both repub
licans, and neither or passable qualifications for
their respective offices. What was wanted and
what Cincinnati failed to give was: first, a
statesman, and in the second place a candidate
who could draw the largest tollowing from
Grant. Charles Sumner fills the bill, according
to the "Jefierson Democrat" of the Massachu
setts paper. Be is a statesman who has never
known defeat, who could rally every recusant
republican in the Union; one whom Carl Schurz
and the Germans of America, now cold and
almost indiflerent. would support with an enthu
siasm without bounds; one who alone or all men
could draw the colored vote away from the
nominee of Philadelphia; one whom the bolting
free-traders would readily accept; one for whom
tl?e northwest and New England would be a
unit; and one, too. who was first ushered into the
high public station ho now holds by democratic
votes. This is all very well, but too late. The
Baltimore convention is already committed to
Greeley.
In a chaffing sort of way London Panc\ is a
good deal of a refiex of English public opinion,
and the following is the style in which the
LuncLhack presents the treaty-matter.

The expulsion of the Jesuits rrom Germany
is virtually accomplished. The vote Monday in
the Reichstag is decisive of their late It seem9
a har>b. unchristian act in this enlightened age
to place any class under the ban of the law who
have been guilty of nothing which public senti
ment recognizes as crime. But the Jesuits ap
pear to Lave sought this contest with Bismarck,
and the result is not surprising.
It used to be said, "As goes Extra Billy
Smiih so goes the Union;" but now the Greeley
paper* aver, " Who cares what Extra Billy
Smith says or does, anjbow?"
