contractor, mounted to the height of ordinary print
ing type on metal blocks, spared accurately, to cut
the size of the cards, ready for the press; said plate
lobe kept in repair aud renewed at the coat of the
contractor.

INSPECTION ?AGENT ^ OF THE PEPABT
An scent of the Pepartment will have supervision
of the manufacture, storage, aud issue of tne card*,
who shall at all time* have full and free access to the
apHttments, safe*, aud vaults where the cards are
nianufat lured ami stored, for the purpose of inspect
ing the same, aud whose dnty it w ill be to require
the stipulations of the contract to Ik* faithfully ob
served; and the contractor shall furnish him and
his clerks suitable office and desk room at the place
of manufacture, fur the transact i<* of the business of
his agency, without cost to the United States.
The contractor, his employes, and ageuts shall coo
foiin to sncb regulations a* the Pepartment may
from time to time adopt for the security of the Gov
ernment.
REPORTS.
The contractor will l>? required to report weekly,
under oath, the numl>er of cards manufactured.
(finished, ui.finished, aud spoiled,) the nuuilx-r issued
during the we<-k, and the nunil>er available f?>r issue;
nil spoiled cards to be destroved by the contractor in
the presence of the agent of the Pepartiueut.
BLANKS.
In additon. the contractor will be required to fur
nish labels, and direct the ?auie for each package in
accordance with the dally lists furnished by the agent
of the Pepartment; together with all other blanks re
quired to Ik* inclosed with the cards; also all blauks
for daily, weekly, monthly and quarterly returns re
lating to t he number of cards furnished, and stock ou
hand or in process of manufacture.
CONTRACT NOT ASSIGNABLE.
The contract cannot, in any case, be laiv fully trans
ferred or assigned.
RESERVATIONS.
The Postmaster General reserves the right to reject
any or all bids if, in his judgment, the interests of the
Government require it; also the right to annul tlte
contract if, in his opinion, there shall he a failure at
any time to perform faithfully any of its stipulations,
or in care of a willful attempt to imp<aie upon the
Department rani* inferior to the sample furnished
to the bidder by the Department.
PAYMENTS.
Payments for card* actually issued and delivered
will be made quarterly, after proper examiuatien and
adjustment of accounts.
AW ABD?AGBEIMENT?BONDS.
Within ten day? after the contract has been award
ed, the successful bidder shall enter into an agree
ment, in writing, with the Postmaster General to
faithfully observe and keep the terms, conditions,
and requirements ret forth in thia advertisement, ac
cording to their true intent and meaning, aud snail
make, execute, and deliver, snbject to the approval
and acceptance of the Postmaster General, bond*,
with gis'd and sufficient sureties, in the sum of one
hundred thousand dollar*,(flOUiWO,) as a forfeiture,
for the faithful performance of said agreement or
contract, according to the provisions and subject to
the liabilities of the seventeenth section of an act of
Congress, entitled "An act legalising aud making
appropriations for such necessary objects as hav<*
been usually included in the general appropriation
bills without authority of law, ami to fix and provide
for certain incidental expenses of tlte Departments
and offices of the Government, and for other pur
poses." (1" nited States Statutes at Larwe. volume 6,
page 536.) approved August X. 1st!, which act pro
vines that in case the contractor shall fall to comply
with the terms of his contract be and his sureties
shall be liable for the forfeiture specified in such con
tract as liquidated damages, to be sued for In the
name of the United State* in aiiy court having juris
diction thereof.
If the contractor to whom the Brat award may be
made should fall to enter luto agreement and give
satisfactory bonds, aa herein provided, then the
award may be annulled and the contract let to the
next lowest responsible bidder, and so on until the
required agreement and bond* are executed; and
such next lowest bidder shall be required to fulfill
every stipulation embraced herein, as if be were the
original patty to whom the contract was awarded.
The ii^reament will also provide that, if at any
time during the continuance of the contract th* sure
ties shall die. or fcitsw irresponsible for the satire
penalty of the bond, the Postmaster General shall
have the right to require a sew hood, with additions
and sufficient sureties, which th* contractor shall
furnish, to th* swept?n* of Uta Postmaster 8?s
eral, within ten dajrs after notice, and in defaalt
thereof th* contract may be annulled.
EXTENSION.
Should the interest M the Government require,
this contract may he extended beyond the time
named, not exceeding three months, by order of the
Postmaster Gensral, and the contract price* and all
