PLA1H TALK OF THI LATTER. A Salt l>ake newspaper of yesterday give* the following account of the interview between Speaker Blaine and Brigham Young. Bnghani wanted to impress the Speaker with the ide? that Congress had no right whatever to inter fe re with the local affair* of a government o? the territory in any respect: that anv attempt to interfere was a breach of faith, and said thev should be left just as the organic law left them and Have full power to do all legislation with out let or hindrance. The Speaker reminded Brigham that the Presidential contest of 1M1 was fought on the direct issue of the right of Congress to contro domestic institutions of the territories, and that Mr. Lincoln was chosen on that ground. Con grese had exercised its power bv abolishing the relation of master and slave, and its authority was plenary in the premises, and the extent of its exercise a matter of discretion. The or ganic act of I'tah was by its terms subject ti> amendment and repeal, and no enactment or ,??1*'*ture was of the slightest v ? . *7 Congress chooses to annul. Brigham said if that is your doctrine out rights and our interests demand that we be ad mitted as a state. We have the requisite popu lation, resources and wealth. "It may be true, Mr. Young." the Speaker re plied. ??i on have the necessary population and DOt speaking to you with the frank ne* witn which I should speak were I on the floor ot ' must say that Utah can never be admitted as a state as long as the institution of polygamy is upheld and practiced bv the Mor mon church, and as I understand by the great mass of your people." This remark seemed to nettle Brigham con . 79 he kept his temper, and pro ceeded to a long dessertation on the relative purity of morals of tbe Eastern cities in com parison with thoee of Utah, contending that the superiority was on the side of the latter. "But, Mr. Young," responded the Speaker, what yon denounce in the Kan Is done against law and clandestinely, and is admitted to be wrong even by those who indulge in it.
