The Troubles In l^nlilenn
TLe proclamation of the President, issued to
day, caTIng upon the Insurgents of New Orleans
to disperse within five days, and notifying tsem
that they ere resisting state authority that ia
sustaitcd by the courts, shouid serve to warn
the white men's league that they are rapidly
drifting into deep water and ha! better reverse
their com ^e w thout delay. In their hot-headed
way they have gone on step by step, without
calculating the consequences, until they are
now virtually in the attitude of open rebellion,
not to the Kellogg government of Lonisiant,
but to the United States. If they have counted
upon being allowed to take pe-session of the
?tate gf'*ern?nerit by armed force, without inter
ference from the IT. S- government, they naw
have tlat illusion dispelled- It Is to be hoped
that tbey will abandon their dangerous position
at once, and while they can do it with some sort
of grace
Providence appear? to be on the side of the
ne?>i-apers tb's dull summer. Before the
Beecher scandal is fairly out of way war is in
augurated in Louisiana, and at present the
signs promise startling paragraphs from that
quarter for some time to come. is to be de
plored that such things happen; but when they
do occur the public wants to know ali about
them, and It Is the business of newspapers to
print tl e news, whether they like its cause and
tenor or not.
The democrats of Baltimore are holding pri
mary elections to-day to choose delegates for
the Congressional nominating conventions, and
the Sun and G+xetU are urging upon them to do
things -'tleceLtly and in order." The Gatette
?ays upon the topic: "For some time past,
whether tiaec rtalse.it has been openly charged
that such improper practices have crept into
the priiaary management on the part of the in
telligent voter of the party, as to create a na
tural d;-tract of the men placed in nomination."
The Sun says ' Let the purity, as well a-de
cency and good order of the primary election
be carefnlly nam talced, and the result record
ed be none otter than the deliberate and impar
tial verdict of the people." The principal in
terest centers n the tourth district, where the
contest between the McLane men and Swan^
men during the pjat two weeks has been "reJ
hot," ai d bitter personalities have been ban
died from one side to the other at public meet
ing* and in "cards" in the advertising columns
of the Baltimore papers.
According to our dispatches from New Or.
leans to-day the "Louisiana war" has come to
a close, for tbe present, at least?by the sir*
reider of the Kellogg militia and police to
Penn's "White League" milwia. The victors
will hardly relish surrendering the fruits of
their victor* at the bidding of the President,
(whose proclamation ordering them to disperse
within five days we print elxsahere:) but if
they have sound advisers they will obey the
federal authority. The news of the surrender
is not et-mtirmed by official advices, oor cred
ited in official circles, it may be ailded.

Daniel 11. Chamberlain, the new "Mosas'of
the South Carolina republicans a* their nomi
nee for Governor, u a native of Worcester,
Macs., ar.d Is thirty-seven years of age. He
?erved in tLe re bell.on in the 9th Massachusetts
colored cavalry, and in 1*06 settled in South
Carolina as a cotton planter. He is a graduata
of Vale Col'ege and of Harvard Law School,
and is said to have unquestioned ability at the
bar. He cliims to be for reform in the govern
ment of South Carolina, but if what was al
leged by hid opponents in the nominating con
vention be true, the plunlered South Caroli
nians have not much to hope from him as a re
tormer. The tax-payers'organization seem to
have doubts of this sort, and will probably pu'
another candidate in the field. Chamberlain,
with his ability as a politician, backed op by the
13,wo republican majority In the state, will
doubtless be elected, and he may then choo. e
to earn an honorable distinction by seeking to
relieve the people of South Carolina from the
oppressive burdens laid upon them by the ras
cals who have latterly held power there.
Thb Maihb Klectiow?Despite the expec
tation that Maine would show some failing off
in the republican majorities, that party yeste:
day carried the state and every congreesion.l
district ty increased majorities. This is a new
laurel for Speaker Blaine as a political man
?ftr.
The New York Journal of Commerce does not
think the' proposition to call a convention of
southern republicans to advise the nation of
the real condition of the southern states, and to
inform Congress what legislation is needed to
complete the work of reconstruction, will meet
with very general approval. The editor would
be glad If the people of the southern states
would assemble a body of del- gates representa
tive of the thrift, intelligence and public spirit
of their several communities, and chosen on
account of the confidence which their personal
character commands, in entire disregard of
party alliances and in eutire freedom from
party restraints.
There will be no more state elections until
October 13, when Ohio, Indiana, Iowa, and
Nebraska hold their elections.
The coming political events of the week will
be the democratic state convention In New
Jersey to-day and in New York to-morrow. In
the first Judge Betlle aetata likely to be the
candidate for Governor, ar.d in the second Mr.
Samuel J. Tilden is the favorite. Other con
ventiots to be held are tho*e of the Arkansas
republicans and the Wisconsin prohibitionists
on Tuesday, and the Tennessee republicans on
Wednesday.
