bills for paring government property." Not at
all. The D'Strict should collect it# paving bills
from the government as exactly and justly as
from every other abutter ar <1 precisely to the
extent to which the government abuts. The
United States armory occupies a lar<e tract In
this cltv, but weshonld never think of asking

(even in the obstreperous fifth ward) and
ifMiio* part of our city debt on that
account What we object to at Washing
ton is that. Instead of treating the gov
ercn.t r.t like any other shatter, they over
meas'ire the work chargeable to It and other
wise swindle it in a way that no private prop
erty owner would stand a moment. We repeat
what we said that iT the government will as
sume the position of vigilant and intelligent
self-interest that everyother taxpayer is sup
posed to assume, the problem at Washington
will be greatly simplified- As to the flat asser
tion that popular government is a failure in
Washington, as instanced by the late lower
hour ' or the District legislature, we mast sim
ply ssy that we don't believe the people at
Washington have tried to govern tliem*3lves.
Is it any more difficult to govern Washington
than it is other cities of equal or greater size
and .arger population or the illiterate and the
untaxed? popular government has not fa-led
tbeie; it has not been tried. Is it not so, you

we have nothing and nobody to vote for; and
while the exercise of suffrage is. nnder the cir.
cuinstances, a meaningless farce, its exj>ensivd
tess to the taxpayers causes It to be anything
but a juae to them. Among the ennraerated
powers ot Congress in the Constitution is that
?'to exercise exclnsive legislation in all ca-?e?
whatsoever over the diotrict of Columbia;-' and
the Bon>e Judiciary Committee, in their report
opon the legal relations of the District of Co
lumbia and the United States, state that they
understand thi- clause of the Constitution "10

subject of legislation within the District, with
out any reservation whatever to any State or
Ktates.or to the people within the District itself.*.
And sgair, the committee say: "Iustrict legal
sense there can be said to be no such thing as a
local government of the District of Columbia,
Jor there can be no government within the Dis
trict independent ot that of the Federal Govern
ment " The debates which occurred on the
adoption of the Constitution suggests the rea
sons which impelled the Srates to provide for
this exclusive control by Congress; that it was
necefsary to bestow dignity and independence
upon the government.
Bat whatever the reasons, the fact remains
that the Corstitution does so vest in Congress,
this "exclusive legislation in all cv?es
wtat: oever" over this District. It* is doubted
by lawyers of standing if Congress can delegate
tiie r J.M to the citizen- ot the District to par
tial a'e in the exercise of this power. Certain
it is that they cannot delegate any powers
really worth having. If they allot us a delegare
in Ccn^rese they do not g;ve hiin the right to
rotc;aT.d a representative who hv?novota in
that log rolling body is of exceedingly little
weight. They can give us a so-called legisla
t ve body, and then spend a considerable por
tion ol their valuable tima every seseion in re
scinding the acts ot that legislature. But our
S5|.tir jjfleld i riend thinks the people of Wash
ington haven't tried to govern themselves; aal
inquire* if it is more difficult to govern Wa*h
iLgton than it is other cities of equal or greater
?ixe, and larger populations of the illiterate and
the untaxed- Frankly we may say that
we know of no city where the tax payers 1
and bMia-flde citizens are so hopelessly 1
swamT-ed by the illiterate and untaxed a- i
Washington. From the nature or the case the
scat ot government always will be overrun by j
a floating population of non taxpayers. To say
nothing of the large number of government
emp'cyes. who are generally non-taxpayers, we
bavt-sere always a goodly sprinkling of office
teektrs, originally from the States, but stranded
here so hopelessly, apparently, that they con
sider themselves qualified voters in Washing
tcn, taongh paying no taxes. Then we have
the immense "contraband" army brought upon
ns by tne war. and who have been kept afloat
here by oar local politician* tor voting ma
terial. To-day thousands who shoald be at work
on the farms of Virginia and Maryland, where
their labor is sorely needed, are loafing about
Washington, subsisting on stray jobs, charity
or worse; and for whose support through the j
winter months Congress will be called upon tor
an appropriation this session (as it has regu
larly in past sessions : to enable them to pull
through until the political strikers can utilize
them at the palls again?in case the ga-lorious
rght of electing " legislative assemblies" is re
stored to the District.
Ceder these exceptional circumstances it Is
not v? ry strange that the tax-payers should
not hanker to any great extent for ttio
right of suffrage. Like Dickens much
whipped charity boy in his tribulations
learn.rg the alphabet, they doubt if it is worth
while going through so much to get so little. j
As Congress has ??supreme legislative power
over the District" they prefer, as at present al
vif ed that Congress should exercise that power
The official returns of the election in Mary
land l?st Tuesday for members of the Forty
tourt: Congress show the following majorities :
The first Congressional district gives Thomas,
democrat, 2,3".!1 majority, including an unofficial
rtturr. rrem Somerset county ; the second district
Clves Roberts, democrat, 2,314 m ijority; the
third district gives O'Brien, democrat, 4,4>2
majority; the foarth district gives Swann,demo
crat, ?.4M majority; the firth district gives Hen
kle. democrat, 1,410 majority; ant the sixth
district gives Walsh, democrat, 77 majority,
makirg an aggregate democratic majority in
the sute ot 13,?6*.

crats securing a majority in the next Heuse will
I e the election of a democratic President by that
body, in casa there is no election by tbo people.
It is therefore well enough to c*ll to mind the
fact that when the election of President goo- to

tution, ?'shall be taken by states, the represen
tation from each state having one rote; a |
quorum for this parpoee shall consist or a mem- !
ber or members from two-thirds ot the states,
and a majority of all the statee shall be necac- '
sary to a choice * The democrats have carried
eighteen statee oat of thirty-eeven, and need
one more to make a majority. They may secure
this in Illinois, which u yet in doubt, and they
have a very good prospect of getting oueor'uore
frem the four states, California, Connecticut,
Sew Hampshire aad Mississippi, stilt to sleet;
but at iha present writing they are not assured
