Tbe Situation In California*
Tbe shooting affair in San Francisco puta an
entirely new aspect upon the coming municipal
election there and may effect even the state
election, on the same day, September 3. The
election In California is for an entirely new set
of officers under the recently adopted constitution.
There are four tickets in the field, tbe
democrat, republican, worklngmen, and new
constltutlonllsts, or " Honorable Bilks," as tliey
were named by Denis Kearney, and by which
title they are generally known. This latter
party was formed soon after tbe constitutional
eleatlon lu May, and its organ is the San Francisco
Chronicle whose proprietor De Young
is Just now In danger of Lynch law for the
Shooting of Kalloch. The adoption of the new
constitution was largely the work of the Chronicle.
On the formation of the new party an
effort was made to gain the co-operation of the
vorklngmen, but Kearney declined the proposal
on behalf of his followers for the reason
that tbey would loee their Identity in the amalgamation.
From this refusal to Join farces a
Jbltter antagonism grew up between the organizations.
or rather their leaders, the
De Youngs on the one side and the Kearneys
and Kallochs on the other. The Kearneyltes
nominated William F. White, an ex-Pennsylvanlan
of Irish descent, for governor. The republicans
next nominated George C. Perkins, of
Pan Francisco, for governor. He will make a
Btrong run in the northern and mining counties,
Jjut will not tare so well in the agricultural
counties or in the cities amongst the workingmen
for the reason that he is at the head of the
pacific Coast Steamship company, which 13
one of the monopolies Just now in disfavor 15
California. The gubernatlonal candidate of
the constitutional party, Dr. Hugh J. Glenn, of
Colusa, a democrat, also has much the
same advantages and disadvantages as a
nominee. He Is the owner of a farm of
66,0000 acres in one body in California,
and is the largest wheat producer in the world.
He also pastures 20,000 head of cattle on his
Nevada lands, asd naturally is set dowa as a
"bloated monopolist." He is also accused of
using labor saving machinery and Chinamen,
to a large extent, and he comes in for a big
Bbare of the Kearney-Kalloch denunciation.
He defends b'mself by alleging that he never
employs a Chinaman when he can get whites,
and that he always discriminates against
the Mongolian by giving him only twothirds
the wages he gives the Caucasian.
Glenn has been endorsed by the democrats as
candidate for governor, but with this exception
they run their own ticket. The affair in san
Francisco has greatly damaged Glenn's prospects,
and will, in the opinion of some well informed
politicians on the Pacific side, give the
state to Perkins, the republican candidate.

In Philadelphia the local express companies
call for and deliver baggage from any of the
railway stations to any part of the city for
twenty-five cents per piece. In Washington
for like service we have to pay forty cents for a
single piece, or sixty per cent, more than Quaker
City rates. As Philadelphia covers more than
double the superficial area of Washington, the
average distances of hauling must be very much
greater there than here, so that the profits of
our companies may safely be set down at double
those of like companies in the first named
place. Isn't this difference against Washington
a little too large, all things considered?
Tnder existing circumstances competition
seems to be out of the question in this particular
line of business; but, their attention being
thus called to the matter, it Is possible that the
managers of our companies migiit be willing
to make a reasonable reduction from their
present excessive charges, just out of -'a decent
respect to the opinions cf mankind." They
would undoubtedly make more money in the
end by so doing.
Tbe time has arrived when charges of the
concoction of nefarious political schemes will
lie freely bandied about. The Washington correspondent
of the Cincinnati Gxztttt exposes a
subtle plot intended to damage secretary Sherman,
in which "certain democratic county
committees in Ohio and certain disgraced and
discharged Treasury employes" in Washington
are the chief actors. These discharged employes,
it is stated, put themselves some weeks
since In communication with democratic committees
in various parts of Ohio, claiming to be
thorough republicans, but willing to contribute
such facts as they could gather in the Treasury
department for the use of the democratic committees
in ohlo against Sherman, giving as a
reason that they desired to do what they could
to turn ohlo against him as a candidate for the
Presidency, because they themselves were pronounced
friends and supporters of Gen. Grant's
candidacy. The first of these articles was made
public a few days since, consisting of what pretended
to be a list of rebels now in office
dhd appointed by Secretary Sherman in the
place of union soldiers. This list is declared to
toe altogether erroneous and mostly downright
falsehood. The persons named as confederates
Installed in the Treasury in place of union men
were, without exception, confederates, wno
since the war have been active and influential
republicans, and on the other hand those union
soldiers whose places it was claimed they had
taken "were without exception, men who had
disgraced their positions and were discharged
tor cause." The assumption of these men that
tbey were working for Grant was supposed to
toe a skillful way of deceiving Ohio local committees
and Inducing them to adopt and give
currency to their fabrications, it is added that
they appear to have been quite successful in
palming themselves off upon the Ohio democrats,
and in establishing full relations with
these various county politicians. An intercepted
letter between two of the schemers published
by the 'Jaz'tte correspondent seems to
pretty fully establish the fact of th? alleged
plot ; which the correspondent characterizes as
/ base," ' disreputable" and ' nefarious,' <v:.
There Is nothing, says the Philadelphia Ti>ne?,
like the cheerful boom of business. Every diy
now there Is an announcement that another
furnace has started up, and in a little while
e\ery such establishment in the Lehigh and
fcci-uylkill valleys will again be in operation.
There is much more fun in this than there Is in
a I'residential campaign.
Tbe attempt to get up a war between the
President and the I>epartment clerks upon the
mfttter of reorganizing state political clubs in
,Waab*':gton, does not seem to pro-~por. All is
