Tne bill also authorizes the Issue of gold certifica:ns by the Treasury, In return for deposits of gold, In <mms of not les3 than ?2& The Beck bill to forbM the unlawful certification of bank checks was also put on the bill as an amendment. It forbids the certification or a check by a national bank, unless the party for whom It is certified has money to the amount of the check on deposit. The bill also provides for tin retirement of banks not wishing an extension of charter. It Is quite likely that the three per cent funding amendment win meet with considerable opposition In the House, and differences arising between the two houses will probably have to be ad Just el In conference, If the bill Is to get through at this session. The citizens of this District certainly need some such relief as this bill seeks to accomplish. Judging from his letter to Senator Ingalls, chairman of the committee, In response to a request for his views upon the bill, has given It careful consideration. If passed, will enable persons in arrears of general taxes on July 1,1S89, to pay such arrearages with the outstanding certificates of assessments or Indebtedness ommoniy called ten per centum certificates, issued nder the act of the 1 ate District legislature, approved August 10,1371. There are about $300,000 of such certificates in the market, and II applied as proposed, ti.ey will obliterate old tax arrearages long stan ling on the tax books to that amount. The bill authorizes the collector to receive them, principal and Interest, as so much cash In payment of all general taxes due at the date named, the Commissioners to hand them over to the United States Treasurer, as ex-oificlo District sinking fund commissioner, who Is to hold them in plelge for the payment of the eight per cent certificates known as greenbacks.
